The meeting was opened by
Secretary, Joe Cook, in the absence of V.P., Earl Hodges, at 7:05 pm in
the OFOF Briefing Hut
Treasurer's Report - George
Frazier presented the following status of the treasuries:
EAA Checking - 342.45
OFOF Checking - 417.51
OFOF Savings - 792.78
Cash - $50
There were 10 Patrons served
at the Sept. Fly-In Pancake Breakfast and Aircraft Display.
It was noted in the
Oct. BOD meeting minutes that we had received a billing (apparently)
from the State of California requiring a payment of $235 each for a
filing fee for "Corporation Listing" of both the EAA Chapter and
Oroville Foundation of Flight. Payment was grudgingly approved by
the BOD. George wrote the checks and submitted via mail to the
required Sacramento address on the forms. Subsequently, he got
(more) suspicious and went to the bank to put a stop payment on the
checks. Simultaneously, while at the bank, he received a call
from Karolyn Fairbanks, alerting him to the active scam associated
with this alleged outfit and their address, which she had verified from
the web. So, thanks to George and Karolyn we saved losing $470 to
the scumbags. That gets a big Thumbs Up from everybody.
Secretary's Report - Joe
Cook reported that the minutes of the Oct. Board of Directors Meeting
minutes have been published via email and on the website. And the
website is up to date.
Old Business
Donor Wall Plaques - Howard
Fairbanks reported no new information on the procurement,
They will get together with the vendor and attempt to get a firm
pricing now that we have a known list and requirement.
Donor Wall Nominee List -
Joe passed around the Rev. C version of the list and Howie acknowledged
that he had received it. It is up to about 30 names. So, at
the original guesstimate of $5/plaque, our cost will be circa
$150.
There was a discussion of
the level of donation that was suitable for inclusion on the
list. It was decided, and approved by a vote, that the cutoff
should be that the donor contributed one or more significant physical
assets, or use thereof, to EAA/OFOF. Minor contributions and
"sweat equity", while much appreciated by all, did not warrant
inclusion. (Note: Rev. D of the list is included below)
Hangar 14A
Rental- George has received no communication from Fred Woolridge
regarding payment of the overdue rent ($180). George will make a
serious attempt to make contact and get this resolved.
New Business -
Annual Installation Banquet
- It was unanimously agreed that last year's outing, as arranged by
the Paradise EAA Chapter at the Paradise Cozy Diner was excellent
and we would be most happy if they were to do it again.
We'll pass the ball to Paradise Pres., Earl Hodges, for
acceptance and action. Our preferred date is the Wed. before our
Fly-In Pancake Breakfast, namely, Jan. 13.
And per tradition, the Chico Chapter is invited also.
Officer Nominations for the
coming year - After the usual discussion and polite refusals, the
following slate was established for starters:

Tres. - George Frazier
Further nominations may be
offered at the November BOD meeting, 11/11, and, finally, at the
November General Membership meeting. The official vote will be
held after nominations are closed at the November General Membership
Meeting, Wed., 11/18.
Project Status Reports -
Bob Foster/Paul Satur GP4 -
Landing gear mods will be necessary on the project. Apparently
there were plans changes that didn't get updated to all the
builders and Bob had an older set. The good news is that there is
a source of the required plans/parts that are up to date.
Jay Gamble Glasair Sportsman
- Jay has decided he will forego the wing fold capability in order to
have fixed closure panels at the wing/fuselage junction. He
expects be installing the engine in the next 10 days or so.

7, 2009
The
meeting was opened at 7:00 pm in
the OFOF Briefing Hut by Secretary, Joe Cook, in the absence of V.P.,
Earl Hodges.
Treasurers
Report - George
Frazier reported the following status of the treasuries:

There
were 10 patrons served for the
Sept. Fly-In Pancake Breakfast and Aircraft Display.
George
suggested that we turn off the
water for the rest of the winter. It looks like the rain will
start
next week and the water bill for last month was $78. Our water
provider, the Thermalito Irrigation District, has increased the monthly
fixed fee to $28, in addition to the metered usage fee. Joe
turned off
the timer for the Terry's Glen system on the way out. The Tree
system
remains to be accomplished.
George
reported that we received 2 new
forms from state - Corporation Listing. $235 each for both
EAA and
OFOF. Due Oct. 25. Approved for the Treasurer to
complete, write the
checks and submit. George thinks these are new, and we feel
that the
"filing fee" is especially excessive. It was speculated that this
may
be one of the state's new/increased charges to address their budget
deficit situation.
Secretary's
Report - Joe Cook
reported that the minutes of the September General Membership meeting
of 9/16/2009 have been published via email and on the Chapter
website.
The website is up to date.
Old
business -
Donor
Wall Plaques - No report on the
plaques, Howard Fairbanks was absent. Joe presented a
spreadsheet of
currently proposed nominees for recognition and asked for revisions and
additions. Revisions and additions were noted. (Additional
revisions
and additions were made with input from Dan Cook. We are now up
to
Rev. C, dtd 10/10/09 which will be presented at the Gen. Mem. meeting
coming up Wednesday.)
Hangar 14A Rental - As noted last
month, we extended the agreement with Fred Woolridge, whose Lancair
project still awaits completion and test flight, through March, 31,
2010, at the rate of $180 for the 6 months. George has sent an
email
to that effect. No response so far. The rent is past
due. George
will attempt a phone call.
New
Business -
Joe
presented a flyer from the North
Valley Aviation Assn. (nee NVPA) - They are having an OctobAIRfest
dinner at Chico Ranchaero Airport, Sunday. 10/25.
George Frazier will be going to the
CopperState Regional Fly-In representing Stewart Finishing Systems, as
usual.
Member Gary Briley has reduced the
offering price of his Celerity/Marathon Project to "Free to a
good home" (per Bob Foster). See the photos and details at "Project
For Sale". Gary's phone is 530-872-8892.

Wall Plaques - Howard Fairbanks - Contact has been made with Jimmy Jean
and a sample in brass was passed around. Estimated cost will
be about $5.00.
Joe took
the action item to review the previously published list of proposed
donors and provide it to the plaque committee.
Hangar 14A
Rental - Lancair Project - No progress reported. In view of
the expiration of the present prepaid rent at the end
of September, the question of additional time was
discussed. It was moved and approved to extend the current
agreement through March 31, 2010 at the current rate of $30/mo.
Full prepayment of $180 for the extension will be required.
New
Business -
There were
several airplane models and photos displayed in the Hut.
They were donated from Marv's Hollander's estate by the person handling
those matters. Where to hang/display those items remains to
be determined.
Joe noted
that a set of oxy/acetylene tanks belonging to Marv remain in the
Hut from last years door project. It was voted to consider
them donated to OFOF by Marv.

sent an email to Robin Nichols, Chico Chapter Pres., requesting that if
they should decide to continue with their proposed monthly Saturday

that, "The cook selected the date." We take this to mean no

New Business -
It was reported that local
builder/pilot Merle Repert wants to sell his recently completed and
licensed Sonex w/ Jabiru 3300 engine + unspecified parts for ~
$45k. Anyone interested, contact George Frazier for contact info.
Tracy Hinton's Presentation
- "Flight of the Bird"
Tracy Hinton is an
experimenter/model builder who is convinced that with the proper
use of modern materials and techniques, human flight is possible
without the assistance of other power devices. He presented a
discussion of his thinking and brought a model and a full sized
frame for demonstration. He has sought financial help from
various sources but significant investment remains to be
obtained. He basically was looking for a technical critique and
direction on where/how to go forward. The group found the idea
and presentation interesting but could offer no substantive direction
other than to suggest he seek out an artist/expert in 3D drafting and
graphics to get the design rendered into a suitable engineering file
format and to offer Good Luck and further contact if something
materializes.

Old Business
Hangar 14A - No news on
the flight testing of the Woolridge Lancair. Time is running out.
Golden West - Ed Calcote
reported that GW had more attendance this year, at about 6000, than
last year, but lost money again. Ed says it is definitely "On"
for next year, however. It was noted that there continue to be
food problems, especially with the Lion's Club breakfast (and their
people).

was not in attendance to present a report.
New Business
It was noted that the
Chico Chapter (EAA 427) has announced a Fly-In Pancake
Breakfast scheduled to be held at Haigh Field, Orland, on
Saturday, Aug. 15, the same day as ours. They propose to make it
a continuing operation, if the first is a success, on the 3rd Sat. of
the month, same day as ours. It was moved and approved that the
Secretary send a note to the Chico Chapter suggesting that perhaps they
could choose an alternative schedule, like the 2nd or the 4th Sat.
(Corning is on the 1st Sat.) to share the market and avoid a direct
conflict. Joe will do so.
For the General Membership Meeting on
8/12, we will have a presentation by Mr. Tracy Hinton, who will
describe his "Flight of the Bird" personal flight device and have a
model present for viewing and critique.

Maintenance note - In checking the
irrigation system after the meeting, I discovered the timer is in the
process of failing, one sprinkler head is broken off one line 2
resulting in low pressure and one sprinkler head is not extending on
line 1 (resulting in excessive leakage at the head and low
pressure). I'll attend to these deficiencies circa 8/11 when I
return from Oregon. JEC

Secretary's Report - Joe Cook reports that the "note"
regarding the canceled Board of Directors meeting of
7/8/2009 has been published via email. Joe used the extra time to
mow multiple areas of the OFOF facility.

George says there have been no test flights of the Lancair so
far. Some additional parts need installation before it is ready.

Aircraft
project status reports -
Jay Gamble
reports he still has a few
things to install before he hangs the engine on his Glasair Sportsman.
Paul Satur
reports that he got his
hangar signed off by the City by the deadline but the remaining
inspection by the Fire Marshal remains to be signed off due to some new
demands, e.g., "running hot water"! Apparently that is a
new requirement for a commercial building (no dispensation for a
hangar)! With regard to the GP4 project some progress has been
made on the ailerons.
Oroville Sport Pilots
- Joe gave a report on a possible LSA acquisition. There is
a Titan Tornado II with Rotax 912UL (80 hp) advertised in
Barnstormers located in Tollhouse, CA (foothills outside of
Madera). It has an N number (registered 2005), but no
airworthiness cert. EAA National says we can use their UL
Transition Exemption (extending the window for transition to ELSA to
1/31/2010), if we buy this aircraft. If we get it, we will have
to remove the wings and trailer it back to KOVE for inspection, refurb
and ultimately the airworthiness certification inspection.

- In the absence of a meeting, Joe and George removed the mower deck
from the mower (Joe had mowed Terry's Glen earlier with spotty results)
and Joe sharpened the 3 mower blades for hopefully better effect next
time. We don't think these got sharpened last season and they
were overdue. No other damage noted.
Joe drove
a tram and worked the horn at the Golden West Regional Fly-In at
Marysville on Friday, 6/12. Took some pix and they are posted on
Picasa Web Albums at

the Radial engined Starduster Too and the Ranger engined Great Lakes,
both from Roseburg, Oregon.
Hope to

still received no contact from the member who has his Lancair project
in Hangar 14A. It was suggested that George try and contact him
directly and determine his intentions. At this point he owes 2
months rent for April and May.
Table Mountain
Aviation Open House - No one at the meeting had attended the May 2
event nor heard if it occurred. Sat. May 2 definitely had some
weather problems.
FAAST - As of the
meeting, nothing had been heard from Robin Nichols/Chico Chapter Pres.
about his plans for a Chico FAA Safety Team Meeting.
Note: Subsequent to
the meeting, NVAA Charles Mueller, sent a notice that the Chico FAAST
meeting will be held on Thursday, May 21, at the Stott Outdoor
Advertising facility at Chico Muni, 700 Fortress Ave. We'll be
forwarding that message separately. Prior sign up required.
No mention of Chico Chapter sponsorship of the event was noted.

eBay Proceeds
- Contrary to the report in the BOD minutes, Treasurer, George
Frazier, has received the $150 from the sale of various donated
aircraft parts by Karolyn and Howard Fairbanks. Thanks to the
Fairbanks for their excellent efforts.
Mooney N6999U -
George reported that our favorite Mooney, N6999U, formerly
owned by various members of the Chapter, that had been reported totaled
at Colusa with a nose gear collapse has been taken to Northgate
Aviation in Chico, and will be repaired, rather than
totaled. That was good news! Dan Cook had subsequently
taken a look at it at the Northgate hangar and is encouraged that
progress on the repair is being made.
New Business -
Joe reported that
the Terry's Glen water system has been turned on for the season and has
been tested on manual operation AOK. Bob Foster's separate
timer for the trees and landscaping behind the Donor's Wall is hooked
up and operates OK manually . Bob expected
to check out the schedule and automatic operation.
No new news on
Golden West. Ed Calcote will be attending an organizational
meeting shortly and will report.
Calendar -
It should be noted
that the EAA B-17 will be at Sacramento-Mather, May 8-10 for rides and
ground tours. It will be at Redding Muni, May 12-13.
It was announced
that there will be an air show at Tracy in June. Subsequent investigation on the web found an
announcement for an 80th anniversary air show on 4/25 - we may have
missed this one!

Hangar 14A -
George reported he hadn't had time to move the new tenant's (Fred
Woolridge) Lancair project into 14A so we aren't collecting rent on it
yet. He will get it accomplished ASAP.
TMA Open House - Earl reported that the Table
Mountain Aviation "Open House" was discussed at an organizational
meeting and it was decided that it will be basically a local 'get
acquainted' day on Sat. May 2. Open to all interested pilots.
FAAST - Our
offer to Robin Nichols/Chico Chapter for the use of the OFOF Hut for
his proposed FAA Safety Team meeting on any 3rd Sat. of the month after
our Fly-In Breakfast was reviewed. So far we haven't heard back
from them so we don't know if the action is still pending and no
particular date is known.
Glastar DVD -
We reviewed our plan to offer a showing of the Glasair Glastar
Sportsman DVD that Jay Gamble (he is building one) has made available -
To be shown after the regular April General Membership meeting,
Wed., 4/15/09 for those interested.
$150 eBay Proceeds
- Reviewed the impending contribution of $150 to OFOF from the sale of
miscellaneous aircraft hardware on eBay by Karolyn and Howard Fairbanks.
New Business
- Bob Foster reported that an accident had occurred to the local 1964
Mooney, N6999U. This is the Mooney that was previously owned by
Bob, "The Mooney Four", and Dan Cook. It is reported that it
folded the nose gear assy in Colusa while taxiing away from the
gas pit and the damage to the aircraft was sufficient to be
declared a total loss. :-(
Calendar -
Joe will add the Chico AirFest to the website calendar as it was a
success last year and they are in the planning stages for 2009.
It will be held Aug. 28-30 in 2009.

Secretary's Report
- Joe Cook reports that the minutes of the General
Membership meeting of 2/18/09 have been published via email and on the
Chapter website. And the website calendar has been updated to
show the monthly pancake breakfast as a "Pancake Breakfast and Aircraft
Display" to accommodate those flying vintage and classic aircraft who
are eligible for the state tax break.
Old Business
- Joe reviewed the minutes from the Feb. Gen. Mem. meeting.
Joe described his
role in the Chapter insurance SNAFU where National didn't accomplish
his membership renewal at Golden West, June '08, and so he had to
re-up again before they would issue the Chapter's insurance.
Hopefully it is in place now.
Bob Foster's surplus
fridge still needs to be removed from the Hut. Bob is surveying
his options for placing it in his shop or he will get the PG&E to
recycle it.
The rental of hangar
14A to Fred Woolridge of Brownsville for the assembly and flight
testing of his Lancair was discussed. He should now be in place
and paying the rental. We set the agreement at $30/mo. and a max.
of 6 mo. occupancy.
Our decision to
cancel the 2009 version of our annual fly-in was discussed.
The agreement to
offer the Chico Chapter, Robin Nichols, the use of the Hut after one of
the monthly Pancake Breakfasts, for a FAAST meeting to be organized by
them was announced and discussed.
We are planning to
present a DVD showing of the building and features of the
Glasair GlaStar Sportsman kit aircraft after the April General
Membership Meeting, April 15. The DVD was made available by Jay
Gamble who is currently in the process of building one.
New Business

Bob Foster has
volunteered to do the annual Roundup weed control
application. Joe
will do some weed mowing prior to the Roundup application.
Howard Fairbanks
announced that $150 from the eBay sales of miscellaneous aircraft parts
has been submitted to Geo., thanks to Karolyn Fairbanks' efforts.

What's the deal with the FBO, Table Mountain Aviation, and his
May Open House? Dave Harmacek got a copy of the announcement, but
none of the Chapter members got one directly. It's
happening 2nd of May.

- Joe Cook reports that the minutes of the 2/11/2009 BOD
meeting have been published via email and on the Chapter website.
An action item remaining to be accomplished is to officially change the
listing of the Pancake Breakfast to "Pancake Breakfast and Aircraft
Display" as approved by the Feb. BOD. This will allow owners of
Classic and Vintage aircraft the option of declaring a valid display at
a "Display Function" for tax benefit purposes.

Chapter Insurance -
EAA Insurance application and check has been sent by Earl and will
be billed when EAA acknowledges acceptance.
Surplus Fridge -
Bob Foster, who has declared he wants the fridge for personal
use is now off to Mexico, so the fridge is still in hut.
Hopefully, it will be removed soon.
New Business
-
It was announced
that the BOD had approved the rental of hangar 14A to a member from
Brownsville, Fred Woolridge, for $30/mo., not to exceed 6 mo., for the
final assembly and flight testing of his Lancair. George says the
plane is already on the airport and only needs to be moved to 14A to
start the rental contract. Since the airport has a waiting list
for any of their hangars that become available, we don't consider that
this operation is in any way competition with the FBO.
After some
discussion, it was determined that there is not sufficient interest and
volunteer manpower to hold the Annual Chapter 1112 Fly-In (again)
this year. Therefore, nothing will attempt to be organized and a
note to that effect will be posted in the Calendar on the 3rd Sat. of
May, our customary date for that function.
It was agreed that
the Chapter would offer the use of the OFOF Hut to Chico EAA Pres.
Robin Nichols, for use for a FAAST meeting in some future month after
the breakfast. That is, it could start anytime after 10 am, on
the third Sat. of the month and continue as desired. There might
also be the opportunity to sell lunches to the attending group.
This will be passed on to Robin for his consideration (he originally
raised the desire at the Jan. Installation Banquet).
Joe announced
that Jay Gamble has offered a DVD of the Glasair GlaStar
Sportsman kit aircraft (Jay is in the process of building one) for our
use and it might be suitable for an after meeting presentation to the
group in the future. The group agreed and we will schedule and
promote the showing for the April meeting, 4/15.
Hopefully we will all have turned in your Fed. and State tax forms
already to avoid a time conflict. :-)
Calendar -
The calendar has been populated with all of the known Western regional
fly-ins, eg., Golden West, Arlington and Copper State. Chico
expects to have their Air Show again in 2009, so it will be
added. No new items were offered.

opened by Earl Hodges, V.P. at 7:04 pm in the OFOF
Briefing Hut at the Oroville Airport.
Treasurer's Report -
George Frazier reported the following status of the treasuries:
EAA Checking - $397.24
OFOF Checking - $56.87
OFOF Savings - $1090.01
Cash - $50
There were 30
patrons served for breakfast at the Jan. event. Super
turnout!
Secretary's Report
- Joe Cook reports that the minutes of all prior meetings have
been published via email and on the Chapter website. He also
reported that the website calendar has been updated for 2009 and
contains all of the western regional fly-ins, eg., Golden West,
Arlington, Copper State. If anyone has additional events to add,
please let Joe know the details and they will be added.
Old Business
- Fridge - The old Kelvinator still remains in the Hut and
needs to be removed. It was stated that Bob Foster, who was
originally going to organize the donation to the PG&E's recycle
program, has decided to use it himself. Earl volunteered to
provide a pickup to haul it, if necessary.
Cottonwood rounds -
The rounds (trunk, etal) from the fallen cottonwood tree at the corner
of Terry's Glen have been pulled out of the Glen proper and placed at
the edge of the driveway for transport to the burn piles or
wherever. We expect to organize a future work party
after the rainy season to accomplish this with the trailer and the
forklift.
New Business
- Major Cabigas and friends suggested that we change the
advertised title of our Fly-In Breakfast to "Pancake Breakfast and
Aircraft Display" for tax purposes. This allows the
claim of an official display function for vintage and classic aircraft
and a break on their tax status. Approved by BOD. George to
accomplish in the local ads and Joe to note on the website calendar.
George presented a
request, from former member, Fred Woolridge, of Georgetown, who has
built a Lancair, for the use of the partial hangar at 14A during his
final assy. and flight test period. It was agreed that a rental
fee of $30/mo. and a maximum period of 6 mo. would be
appropriate. Renewal of his membership for 2009 is
expected and required. George to provide an email address for Mr.
Woolridge when available so we can get him on the email list.
Joe announced that
Jay Gamble had provided a Glasair Sportsman Promo DVD that might be
suitable for presentation for a future meeting program. It was
agreed that it would be discussed at the General Membership meeting
and, if desired, be presented at the end of a future meeting after
being suitably announced in advance.

- To be or not to be. To be discussed at the upcoming Gen
Mem meeting, 2/18/09
Calendar - Let
the Sec. know of any new events that you want to include in the minutes
and/or website.
Dues and
Contributions - Chapter dues, $20, and OFOF contributions for the
year 2009 are now due and needed for our continued financial
health. Please come to a meeting and pay Treasurer, George
Frazier, or mail to 1112 Wes Barrett Lane, Oroville, CA 95965.

Annual Meeting Minutes
January 16, 2009
The official annual
meeting was called to order by Acting President, Earl Hodges, at the
Cozy Diner, Paradise, CA, at
approximately 1955 PST.
The call for Old
Business was made. There was none brought forth, normal
business having been conducted by the Board of Directors and membership
at the regular monthly meetings.
The call for
New Business was made. There was none.
The meeting was
adjourned at circa 2000 PST.
