Announcement/Reminder
Greetings All,
Our Annual
EAA Installation Banquet will be held Wednesday, Jan. 14, 2009, at the
Cozy Diner, 6371 Skyway, in Paradise (map link below). We will
meet in the Banquet Room, starting at 6 pm. We will be ordering

Joe reported that
the Chuck Heindell CA-65 project has been moved, on schedule (10/31),
from hangar 14A. Some discussion of the fate of the
pallets. Joe is using one (the best one) for the unused Quikrete
from the car port project. (Anyone wanting 1-5 80 lb. bags of
Quikrete, see Joe) Chuck was returning the others he used
temporarily for the CA-65 move.

Foster has donated a used fridge to replace the existing
(ground fault challenged) Kelvinator - Will move in in a couple of
weeks - Sat. ?
Joe reported that
the other half of the cottonwood tree at the SE corner of Terry's Glen
broke a week ago. There is nothing left standing except a 5'
shattered stump. We will cut and clean the debris up as we
get around to it. (No hurry until spring).
George reported
that his attempt to secure the Banquet Room at the Gold Country Casino
had resulted in a quote of $125 rent for the room, $10 for a mic, and
in excess of $500 if we wanted food service for 30! This was
rejected by the group. No other Oroville sites were
favored. So the group agreed to pass the "Banquet baton"
to the Paradise chapter who were meeting the following
Thursday. (Action-Earl Hodges)
Election of
2009 Officers -
Earl agreed to
continue as V.P. No one came forward (and attending past
presidents continued to decline repeated invites) for President -
So the slate
of Earl Hodges, V.P., George Frazier, Treasurer, and Joe Cook,
Secretary, (same as last year) was elected by
affirmation. We remain open to any reasonably qualified
soul who wants to assume the (minimal) duties of President.

1. Foster's
fridge (Kenmore) was delivered to the Hut circa 11/15. Joe has
transferred the stuff from the Kelvinator to the Kenmore, and placed
the Kelvinator out by the doors for PG&E recycling (Action -
Foster). (The Kenmore seems to be running much less and
is very quiet, Thanks, Bob!)
2. Joe
replaced several florescent tubes in the overhead lights (while we
still have the 10' step ladder). Removed tubes need proper
disposal. Action - George.
3. Thanks to
some benevolent party (perhaps Leif Fields/Golden State Tree?) for
cutting up the downed cottonwood and hauling off some of the
debris! That has reduced our task considerably (and saved the
chain on my chainsaw :-) ).
4. Joe has
applied various vinyl patches and Henry's roof seal to various holes
and leakage points on the south and north walls of the Hut to,
hopefully, reduce the puddles which appear after a rain. I
am sure this will be an ongoing process.
5. The double
wide car port kit assembly and anchorage has been completed and wind
cross cabling installed. It should be up to sustaining the
expected winter storm winds. Eventually it is intended to build
and install a wall at the south end to close it off, and east/west
wall closures - TBD.
6. We'll send
an update on the Installation Banquet, site and timing, when we get
some feedback from Earl.

granted another extension on his Donor's Wall plaque procurement
investigation due to extenuating circumstances.
The request for
Chuck Heindell to remove his CA-65 project from hangar 14A by Oct.
31, 2008, has been sent via email. Note - subsequent to the
meeting I received a reply from Chuck indicating that he would comply.
New Business -
Glider Wing
for Free - Howard Fairbanks has been contacted and offered a glider
wing from a Cherokee II project in Fair Oaks. No other parts
involved. We don't have a place for it, but Earl will check
with his contacts and see if anyone else is interested. The
Cherokee II was designed by Stan Hall in 1956 as a plans built project

Gary Engles
- Joe has been contacted by Mr. Gary Engles, 53, who is in
search of an opportunity to work on an aircraft project, preferably
Vintage or Antique. He is a journeyman carpenter and journeyman
machinist with welding skills and his own tools. He has built
some medium and giant RC planes. He lives on Table Mtn. and would
be available up to 40 hrs. a week. He says he will work "cheap"
but hasn't established an asking rate. If anyone is
interested in contacting Gary, I can pass on his phone number.
Foster Aircraft
Clocks - Earl and Bob Foster made the trip to Sac. to pick up the
offered clocks. Unfortunately, the donor couldn't find
the offered clocks (perhaps already given elsewhere),
but they got some other clock stuff of questionable value
which Earl displayed at the meeting.
Howie's Allison
Engine Parts - Some of the parts have sold on eBay and will result in
some income for OFOF, but some parts were of unknown origin and
specification, and wouldn't sell.
2009 Officer Nominations - The existing nominee slate is
Treasurer - George Frazier (reup), Secretary - Joe Cook (reup),
President - Open, VP - Open. No additional nominees volunteered.
The slate will (hopefully) be finalized at the Nov. BOD meeting
(absentees are eligible :-)), with the vote taking place at the Nov.
General Membership meeting.

Plates - These items, left over from the yard sale, will be
removed by George Frazier. If anyone has an interest, contact

Note - Joe announced
that progress has been made on the erection of the Double Wide Car Port
(DWCP) project. He has all 4 pilings poured with concrete and the
hold down bolts installed. Also the Trex buffer boards have been
cut and installed under the longitudinal foundation beams.
Welding is continuing on the remaining 8 height extenders (raises the
sides to 9'). Four down, six to go as of 10/19/08

Taxes $343.78 due within 18 days. Apparently we missed the first
notice.

- Joe Cook reports that the minutes of the Sept. General
Membership Meeting of 9/17/08 have been published via email and on the
Chapter website. The website is up to date.
Old Business

Fridge Saga
(continuing) - The Kelvinator which we had planned to
recycle last month has now been found to operate satisfactorily when we
plugged it back in (including the ground isolator adapter), in the
absence of an anticipated replacement from Jay Gamble. For
whatever reason, it is now operating normally from the outlet at the
sink (with the 2 prong ground isolator adapter in place) without
blowing the GFI. That being the case, we have placed it back in
service and it was not recycled. We thank George/Lisa for the
interim use of the compact fridge.
Fridge Recycle,
PG&E - Bob Foster noted that the Kelvinator was in use when he
showed up with the PG&E Recycle Crew and instead took them to
Hangar 14A and they picked up the remaining upright fridge
stored there. Then Bob picked up the non-functional ice
cream freezer unit and turned it in for recycle, also.
A can of steel scraps from Stardusters was also turned in. So
now, we no longer have any freezer/fridges in 14A and Chuck Heindell's
(Dix Mackey) CA-65 project is the major remaining element to be
removed.
Clocks at Sac For
Free - Bob Foster says there is a guy in Sacramento who is closing shop
and wants to dispose of several aircraft 24hr/8day clocks free of
charge. The BOD voted to accept all he could get. Earl
volunteered to pick them up.
Donor Wall plaques
procurement - Howard Fairbanks requested another week to explore
his possibilities as to vendors. Granted.
Howie suggests we
give Chuck Heindell one more chance to get his CA-65 project plane
out of 14A and then cut it up into burnable/landfill sized chunks with
a chainsaw. Joe will send Chuck a message requesting its
immediate removal, with end of the month of Oct. as a deadline.
New Business -
Officers nominations
for 2009 -
George Frazier, Treasurer, and Joe Cook, Secretary,
volunteered to run for a continuation in office for 2009. Final
nominations for the entire slate, President, VP, et al, including
anyone who wants to run for the previous mentioned offices will be
finalized at the General Membership Meeting of Wed., 10/15/08.
The vote for the officers will take place at the November Gen. Mem.
meeting of 11/12/08. Installation of Officers will take place at
the January Installation Banquet, to be held on January 14, 2009 at
TBD.

Howie likes the
functional aspects of the new roundabout at Montgomery St.
and Washington St.
(et al) in Oroville.
This was a note, in particular, for our former VP, Dan Cook, who
is an advocate of roundabouts as opposed to 4-way stop signs or
signals, for enhanced traffic flow. It was also noted that we
would like to see Dan's presence more often at all of our events.

Howard Fairbanks
reported on his Donor Wall plaque procurement task status.
None have been ordered yet. Still getting information. Will
talk to "Jimmie" (local trophy guy) about his
recommendations. It was also suggested to consider brass or
bronze of a permanent material for the outdoor environment. Also
a search of the web might provide some competitive vendors.
Hut Fridge
Replacement - As noted in the BOD minutes, we are looking for a
replacement for the current one in the Hut that has apparently suffered
a short to ground and trips out our GFI protectors. Jay
Gamble may have one available in the near future and will follow
up.
Bob Foster will
contact PG&E to attempt to recycle the outgoing fridge, and if
possible, one upright and one freezer that are currently stored in 14A.
Bob also volunteered
to provide a waterproof cover for the Quikrete bags (since we had a
slight sprinkle recently) that await mixing and placement for the hold
down structures for the Doublewide Car Port that is to be erected on
the east side of the truck (another Joe Cook project).
New Business -
51% Rule - Joe
reminded that the deadline for comments
on the FAA's proposed changes to the way they administer the "51% home
built rule" is Tues., 9/30/08. Links for

Reno National
Championship Air Race report - Joe briefly discussed his day at the
races this year and the eventual results from the Finals on Sunday,
9/14. It was the "Year of the Merlin", with two highly modified
Rolls-Royce Merlin powered P-51's, Strega and Dago Red, finishing
one-two ahead of last years winner, September Fury, a Hawker Sea Fury
with a modified Wright 3350 radial engine. All three are
California based planes (Fresno, Hollister and Ione (Eagles Nest),
respectively)

51% rule discussion
- Joe presented his pitch on the approaching deadline (9/30/08)
for submission of comments on the FAA's proposed changes to the "51%
Rule" for home built aircraft. See attachment for the summary and
links to EAA info and addresses for submission.
We are in need of a
new (different) refrigerator for the Hut- The existing one has
developed a significant ground fault that is tripping our GFI
protection, even with the two prong ground isolator. George has a
line on one (small) and will check it out.

The
FAA's Proposed Homebuilt Aircraft "51% Rule" Changes and Comment
The deadline for commenting on the FAA's
proposed changes to the home built aircraft "51% Rule" is 9/30/08. If
you have any interest in preserving the home built aircraft movement,
now or in the future, it may be worth the time to review the situation
and comment.
In a nutshell, the FAA has become worried that some "Amateur Builders"
have been getting excessive professional "educational assistance" and
thus have not actually built, or provided, the required 51% of the
effort to build their plane, even though they attest to that in the
final paperwork. So the FAA has proposed to divide the tasks into
"fabrication" and "assembly" and require that the effort must be at
least 20% "fabrication from stock" and 20% "assembly" and the remaining
11% can be either.
The Experimental Aircraft Assoc. (EAA), whose original existence was
based on the home built aircraft movement, has analyzed the problem and
the FAA's solution and has issued their position on the subject.
Basically, they say, the rule is not broken and it doesn't need
"fixing", the FAA just has to do a better job of evaluation and
oversight when the aircraft is presented for its classification and
airworthiness certification.
Several of the kit manufacturers have classified the FAA's proposal as
a retreat to the '50's instead of being forward looking to encompass
the current state of the art and future improvements in the way we can
build kit aircraft. Things like CNC drilling and punching of holes and
large composite structures minimize the "fab" aspect while emphasizing
the "assy" aspect. And the end result is a better, safer aircraft than
if the builder were forced to do all the menial tasks just to satisfy
some outdated FAA restriction.

Donor's Wall Plaques
- Howard Fairbank's has kindly accepted his appointment for
the procurement and installation of plaques for all the significant
donors we can identify. Wants pix of existing
ones. Ron Turner was added to the list for all of his
backhoe work in installing water lines, sprinklers, electrical cable
and the sewer system. Steve noted that one of the
existing plaques has sustained some hangar rash and the new ones
should have a finish to endure same without becoming illegible.

New Business -
Joe noted that
today, Aug. 13 at 9:00 pm was the deadline for submission of comments
to the LSA/SP NPRM. He had submitted his comments and they have
been published on the Gov site.
Joe also discussed a
new NPRM/AC which will affect the definition of the 51% build
requirement to register an amateur built aircraft. The FAA is
proposing to define that the 51% must include at least 20% fabrication
from raw stock and 20% assembly. It would seem that the
"fabrication" aspect could be a major problem for future kit
manufacturers who may want to supply predrilled assemblies and/or
composite parts that are assembled rather than fabricated from
scratch. The FAA has stated that all of the current kits on the
published approved "51% list" are grandfathered regardless of what
happens with this NPRM. However, manufacturers like Ion Aircraft
and X-Air could be adversely affected.
For manufacturers
who have the capital to go through the SLSA certification procedure,
that opens up the possibility of then providing ELSA kits based in
their SLSA. These ELSA's can have any degree of completion they
choose. However, the builder/owner has to get the 16 hr. LSA
Repairman-Inspector course in order to do his own annuals.
So far I don't have
a URL for the FAA Comment Form on this but have sent an email to the
EAA Government Relations Dept. and requested that information.

FAA 51% Rule
Revision NPRM - Joe discussed the FAA's proposed redefinition
of how the "51% completion" might be revised in this action. See
the info in the July Gen. Mem. minutes for a comment from a
manufacturer. The comment period has been increased to 90 days
from the original 30 days (as of slightly before Oshkosh) and, again,
it is worthwhile to make our concerns known, even it the FAA chooses to
ignore them. Sometimes, they listen. We will get a direct
link for comments for this action also.

the impending FAA Sport Pilot Notice of Proposed Rulemaking
(NPRM). The FAA says these 22 items are to clean up and correct
the existing regs regarding SP/LSA that were handed down over 3 yrs.

affected pilots, namely US. Comments need to be submitted by
August 13 and can be sent via a text file at:
The Docket No. is FAA-2007-29015. I've listed the details of the NPRM
with inserted comments on the attached file, which includes the EAA
summary, the FAA verbiage on the Instrument stuff, and a cut and paste
from FAR 61.93.
The 3 points I specifically would highlight and suggest
comment on are:
Item 3. FAA says - Remove current
provisions for the conduct of proficiency checks by flight instructors
and include provisions for the issuance of category and class ratings
by designated pilot examiners (DPE)

Comment
– The requirement of a DPE is gross overkill for
routine endorsements for Sport Pilot things such as “fast” LSA upgrade
and Class C,B airspace. DPE's are scarce, expensive and unnecessary for
these approvals. If the FAA can't get the necessary paperwork from the
CFI's they should address that deficiency, not add an unnecessary layer
of personnel.)
Item 5. FAA
says - Require 1 hour of flight training on the control and maneuvering
of an airplane solely by reference to instruments for student pilots
seeking a sport pilot certificate to operate an airplane with a maximum
airspeed in level flight with maximum continuous power (VH) greater
than 87 knots calibrated airspeed (CAS) and sport pilots operating
airplanes with a VH greater than 87 knots CAS. (My Comment
–
This is an inappropriate requirement for LSA/SP. The LSA aircraft is
limited to VFR conditions. The SP is limited to VFR
conditions. LSA's are not required to have the gyro instruments
that are necessary for both the training and the availability in
operational situations for this task. It would be a totally
unnecessary expense and an unusable skill unless the SP happened
to be flying an aircraft with a gyro panel when he
encountered the IMC condition imagined by the FAA. If the
FAA thinks this is a real scenario, why not add this hour of hood
time to the checkout requirements for LSAs with VH >87 kts AND
that are properly equipped with gyro instruments? That way the
training and expense would only be applied to the SP whose LSA that
he's flying actually has the necessary equipment.)
Item 9.
FAA says - Permit persons exercising sport pilot privileges and the
privileges of a student pilot seeking a sport pilot certificate to fly
up to an altitude of not more than 10,000 feet mean sea level (MSL) or
2,000 feet above ground level (AGL), whichever is higher (My
Comment: The FAA has finally agreed with the comments in this regard
that many pilots offered on the original NPRM, namely that ground
clearance over high terrain should be allowed. This is
good! However, it is suggested that 2000 ft (AGL) be changed to
2,500 ft (AGL) to allow flight above existing flight restrictions over
certain high altitude Wilderness Areas which exist up to 12,000 ft,
e.g. in Wyoming. If left at 2000 ft, those areas become
unnecessary barriers to cross country flight and 12,500 ft. is a normal
flight level without oxygen.)

Note:
Subsequent to the meeting, the FAA has come out with suggested
modifications to the "51%" Amateur Built rule. The second
attached file is an email response to this from one of my email
lists. There is much discussion going on on this and at Oshkosh
it was announced the the FAA would allow a 90 day comment period rather
than the initial 30 days stated. It seems to me that companies
providing composite kits and CNC pre-drilled kits should be allowed
under the 51% rule without having to go the Special LSA route and then
dumbing it down to ELSA. This is something we need to comment on
in due course, if we are interested in the continuation of new designs
with easily built kits. Joe

Current
regulations require student pilots seeking a sport pilot
certificate
to receive and log flight training in the control and
maneuvering
of an aircraft solely by reference to flight instruments.
This
training must be received before conducting a solo cross-country
flight
or any flight greater than 25 nautical miles from the airport
from
where the flight originated. It also must be received prior to
making
a solo flight and landing at any location other than the airport
of
origination. These requirements are detailed in Sec. 61.93 and are
applicable
to persons seeking a student pilot certificate to operate
any
category and class of aircraft. That section, however, does not
specify
any minimum flight training time to meet these requirements. In
addition,
current
regulations for the issuance of a sport pilot
certificate
do
not require an applicant to receive flight training on
the
control
and maneuvering of any aircraft solely by reference to
instruments.
The
FAA is concerned that persons exercising student or sport pilot
privileges
in airplanes with a maximum airspeed in level flight with
maximum
continuous power (VH) greater than 87 knots calibrated airspeed
(CAS)
may inadvertently encounter conditions less than those specified
for
VFR operations due to their greater speed and range. Operators of
these
aircraft are more likely to encounter instrument meteorological
conditions
than operators of other categories of aircraft. In order to
enhance
the ability of these pilots to appropriately react to the
possibility
of encountering instrument meteorological conditions and
the
potential consequences of attempting continued visual flight rule
(VFR)
flight in instrument meteorological conditions, the FAA is
proposing
to require persons operating an airplane with a VH greater
than
87 knots CAS to receive and log 1 hour of flight training on the
control
and maneuvering of an aircraft solely by reference to
instruments.
The
FAA recognizes that persons may currently be authorized to
operate
aircraft with a VH greater than 87 knots CAS. To
provide those
persons
with a reasonable period of time to obtain this training, the
agency
is proposing that the training be completed by 1 year after the
effective
date of the final rule.
This training would include straight
and
level flight, climbs and descents, turns to a heading, and recovery
from
unusual flight attitudes. Due to the slower speeds and limited
capabilities
of categories and classes of aircraft other than
airplanes,
the FAA is not proposing that this requirement be extended
to
operators of those categories and classes of aircraft and airplanes
with
a VH less than or equal to 87 knots CAS. The
FAA notes that for
training
to be conducted solely by reference to instruments in visual
meteorological
conditions, it must be conducted with a view-limiting
device.

Maneuvers and procedures for cross-country flight training in a
single-engine airplane. A student pilot who is receiving training for
cross-country flight in a single-engine airplane must receive and log
flight training in the following maneuvers and procedures:

Control and maneuvering
solely by reference to flight instruments, including straight and level
flight, turns, descents, climbs, use of radio aids, and ATC directives.
Note: I
asked Brian Carpenter, DPE, et al, Rainbow Aviation, if there
truly was a current requirement for Sport Pilot candidates to receive
the 61.93e(12) training. He said, “No”. And that is my
understanding also from prior discussions of the original SP/LSA
NPRM. The FAA is blowing smoke when they reference 61.93e(12) for
SP. That is
a requirement for the Private Pilot student, not the SP student. And
then they admit, in the last para of their discussion of the
regulations that current regulations do NOT require this
instrument training!
So,
bottom line, This is a bad idea, totally unnecessary for LSA and a
waste of time and money for the Sport Pilot, IMHO.

It is the second situation that has produced a potentially catastrophic result. Because of a few bad actors, the FAA has proposed rewrites of large parts of the rule in what amounts to a ban on certain types of airplane kits. Like ours. Specifically, the proposed new rule specifies that the builder must fabricate at least 20% of the airplane from "raw stock" which they helpfully identify as things like "lengths of wood or tubing." Here is the exact text from the proposed rule:
"An aircraft assembled from a kit composed entirely of completely finished prefabricated components, parts, and precut/predrilled materials is not eligible for an experimental amateur-built airworthiness certificate.
(3) The major portion of a kit should be composed of raw stock, such as lengths of wood, tubing, extrusions, etc., which may have been cut to an approximate length. A certain quantity of prefabricated parts, such as heat-treated ribs, bulkheads, or complex parts made from sheet metal, fiberglass, composites, or polystyrene would also be acceptable, however—
(a) The kit must still meet the major portion requirement, and the applicant must show to the satisfaction of the FAA that the completion of the aircraft was not simply an assembly operation."
The problem here is that is exactly how most modern kits are made these days--assembly operations. And until now, that's been just fine. Not just our kit, but almost all kits on the market for the last 20 years. Looking at Van's for example, all of their skins are precut and predrilled. Their complex weldments are out of the box, etc. Existing kits, again such as Van's, are grandfathered. So all of the 'assembly operation' planes available now are acceptable, but if this new rule takes effect there won't be any new ones.
Why is the FAA proposing to set experimental aviation back 50 years, to the days of wood ribs and welded tube fuselages? Again, a few bad actors abused the living bejeezus out of the existing rule. That is not in dispute (well, the bad actors may dispute it, but we don't). But here is where things break down: Rather than enforce the existing rule, the FAA decided a whole new rule was needed.
This is akin to saying "There were some people speeding on the highway last night, we should decrease the speed limit" whereas a logical response would be "There were some people speeding on the highway last night, we should ticket them to keep everyone else safe." In other words; if they were breaking the old rules they will just break the new rules. And in the mean time the rest of us pay.
What can be done? Well, for starters the FAA has only given a 30 day comment period (the comment period is more usually 180 days or 90 days . . . 30 days is rare). So if you want to influence this, you need to contact your federal-level politician to see if he or she can be sympathetic. Click here for Senate and click here for House. You can also comment directly to the FAA (click the link and BE 100% RESPECTFUL). Also contact the EAA and let them know you are concerned.

Paradise Fires. It was noted that MD Short's home was spared as
the fire "jumped over it", probably due to it's semi recessed
architecture.

Turner, our wandering rep. was in attendance for the first time in many
months and presented a slide show of his photos from the Evergreen
Museum at McMinnville, OR, and from an Air Base show. The show
included details of the Spruce Goose, SR71 "Blackbird", F22, and B1 and
B2 bombers, et al

New Business -
A general review of the Golden
West Fly-In was discussed. It was agreed that attendance was
down compared to previous years and consistent with reports of other
fly-in events this year, like the Bartlesville Biplane event.
Earl suggested, in view of the
quality/quantity of food vendors at GW, we might
consider proposing a 1112 food booth to GW. Before we
continue with that idea we need to hear a GW report from Ed Calcote on
the viability of GW 2009.
George reported that we got a
letter from California Attorney General, E.G. Brown, Jr., regarding the
California raffle law and reports. They want a $20 raffle permit
fee and a report on every raffle event. We concluded that we
haven't done any qualifying raffles lately and don't plan to do any in
the future as far as the State is concerned.
Joe reported that he had mowed
the lawn in Terry's Glen. (It all looks healthy, but in view of
the wind and upcoming hot weather, another day was added to the
watering schedule, making it now 5 days a week. Joe also replaced
the leaking adapter on the 'Tree Line' solenoid with a new one and the
leak/drip is now minimal. Hopefully, it will remain that way if
left undisturbed. Anyone wanting to add more water to the trees

Sport Pilots LLC (OSP) organization has (finally) received their
Fed. tax ID number and now has a bank account with Butte Community
Bank. We set it up for electronic statements and online banking
so we avoid the minimum balance fees. We are using '1112 Wes
Barrett Lane' as the official address so bank mail will be delivered to
the EAA/OFOF mail box. The initial box of OSP checks was picked
up there today and should probably be the last significant mailing for
awhile.

following the General Membership meeting, USAF Maj. John "Cabi" Cabigas
gave a talk and audio/visual presentation of U-2 aircraft and Beale AFB
activities. Cabi is a U-2 instructor and also uses T-38 aircraft
to train in and remain proficient. Very interesting
presentation. Thank you, Maj. Cabigas.
BTW, Cabi has been a
regular customer at the Fly-In Breakfast and flies in in his Piper Cub.

George suggested
that
we repeat the yard sale in June since we have a
considerable inventory of unsold stuff (basically filling the empty
floor/table space in the Hut. :-) ) Motion approved to
advertise and hold it on Sat. June 14 (that will be the Sat. after the
Golden West Fly-In that the Chapter volunteers will be working).
It was noted that we
have a bird family inside the Hut again with a lot of chirping going
on! The bird excluder on the west end has opened and allowed our
feathered friends inside. We will reinstall the excluder and make
it more permanent when they have finished raising their chicks and can
be excluded without unnecessary trauma.
Late in the meeting
Ed O'Neal showed up and made it known that he would like to buy the
OFOF Starlet project (currently stored in the truck) for $450
(corrected). This offer will be brought up to the OFOF membership
at the General Membership meeting on Wed., May 14. Photos of the

Note - Contrary to the originally posted schedule for the upcoming
Collings Foundation Freedom Tour in California, their TF-51C Mustang,
"Betty Jane" will be at McClellend Air Field in Sacramento on
5/31-6/2 available for hands-on flights. Half hour @$2200, full
hour @$3000. The full complement of aircraft will include their
B-17, B-24 and B-25 available for flights for the public at circa
$400. Walk-through tours will also be available.

Collings Foundations Tour - The
California dates for this years Collings Tour were reviewed. They

Sac., May 30-June 2.

The Feather Fiesta
Days committee has decided not to take us up on the
offer to provide an early EAA breakfast on parade day (5/10).
They have activated the Eagles to get theirs going early enough to
provide the desired service for the early bird car display group.
Bob Foster found his
list of the pledged donors for the forklift repair.
Everybody who pledged has contributed except two, who will be followed
up with.
New Business -
Grounds Keeper
Report - Joe Cook presented a status report on efforts to cut down
weeds, move the remainder of the cottonwood windfall to the burn pile
with the forklift, and the mowing of the grounds and
taxiway. Bob Foster revealed he has also done a job of
Roundup application on the weeds and will do further work on the
taxiway margins. The sprinkler water timer has been turned
on and the operation of the system verified. Some
repair was necessary on the wiring at the valve for the Donors
Wall system and has been accomplished.
Some
Vari-eze parts have been offered for donation by Terry
Hansen. It was voted to accept them, including a Cleveland brake
caliper that Bob Foster felt would be usable.
Howard Fairbanks -
Howie has collected the "Allison" parts from the donor in
Paradise - doesn't know what they are such that they could be
offered on eBay. Has at least one new looking connecting
rod. Looking for
someone (John Burg, or Don Ramsey?) to identify the parts
adequately. Action - Howie
EAA Major
Achievement Award. - It was voted to submit George Frazier, Lisa and
Mariah, for the 'EAA and Chapter Dedication and Service Award' for
their past and ongoing efforts with the Fly-In Breakfast. No
action was initiated for the other possible awards.
Steve announced the
Collings Foundation, "Wings of Freedom Tour 2008" event for
California with an article in the Sac Bee. The Sacramento dates
are 5/30-6/2 at McClellan Airfield (per my flyer). This year
they have the usual B-17 and B-24, and the B-25 (that I
flew on last year). B-17 and B-24 go for
$425 donation. B-25, $400 or $325 depending on
location. Contrary to our discussion, the P-51 won't be available
at Sac. (per the website www.cfnd.org
)
Joe announced
that our EAA chapter info has been submitted to a website that
provides a Flight School list for students and interested
parties. It appears that our info will not be accessible
unless one signs up as a student with the website from
around the Oroville area, in which case the flight schools and EAA
chapters in the area are linked for the student. The website is http://pilot-flight-instruction.com
if you want to check it out. It was also noted that Table
Mountain Aviation is not listed as a flight instruction facility for
the Oroville area. They have Grass Valley, Marysville, Chico, et
al, but no TMA.

honored to have Paradise members, Dave Harmacek and Ed Collins,

OSP Overview - Joe Cook gave a brief discussion of
the status of the Oroville Sport Pilots LLC (OSP) and what was expected
to be accomplished in the meeting following the Gen. Mem.
meeting. The official incorporation as a Limited Liability Corp.
has been accepted and filed in the state of Delaware. OSP will
now accept members. The plan is to recruit 10 members for the
first aircraft. An initial deposit of $100 secures voting
rights for this first meeting at which time it will be determined what
the "buy in" price per share will be ($2500 min. expected). A
poll of the members will determine what type(s) of aircraft the members
are interested in and what features they want and don't want.
Then the search will begin in earnest. It was announced that an
OSP Yahoo group has been formed to facilitate information, reservations
and communications.

"boot loop" (maybe a worm). I feared I would have to do these
minutes from memory, but today (3/20) I was able to download a "boot
all disk" from the web (on my desktop computer) and was able to get
operation back to normal (altho it takes twice as long to boot up off
the CD drive. :-) ). The loss of the Chapter email list
would have been another major problem. I now have that backed up

Feather Fiesta Days (FFD) - Whether the EAA will be doing an early
breakfast for FFD is still an unknown. It was now disclosed
that the Eagles did, and will do, a breakfast for FFD starting
at 7 am. This apparently was not a highly advertised event in the
past. So it has been left up to the FFD organizers whether the
EAA provides an earlier breakfast, primarily for the car show people
who start parking at 5:30 am. We won't know the outcome of
that until after the next FFD organizational meeting in late March.
Hut Cleanup Day - The Hut cleanup day was accomplished on
Sat., 2/23, as scheduled. Some good work was done cleaning
up and reorganizing the south wall stuff. Also some repair
was accomplished on the bulletin board area by the desk and to
some of the thin/open spots on the south wall fabric. Outside
patching was terminated when it started raining an hour ahead of
schedule. :-) (Note: This is an after-the-fact 'Joe
Report' for the record and wasn't noted at the meeting.)
New Business -
Joe suggested that we all give some consideration to coming up with
some programs for presentation at the General Membership meeting
to add some additional interest. Also, we might consider a
renewal of the refreshment session after the meeting to encourage more
camaraderie.
It was suggested that a possible program might be an FAA Safety Seminar
from William Hill, the volunteer who does (or organizes) monthly
presentations at Redding.
End - EAA/OFOF matters
Oroville Sport Pilots - Joe reported that the official Oroville Sport
Pilots LLC incorporation papers have been approved and filed by the
state of Delaware and the physical paper is allegedly enroute to Dan
Cook.
In anticipation of having the paper in hand, we have
scheduled the first organizational meeting of OSP to occur immediately
after next week's General Membership meeting, Wed, 3/12/08 (per
approval at Gen. Mem. meeting 2/13/08). Post note - The paperwork
arrived on 3/6/08, so all is well.

Cook reported that the minutes of the Feb. 6th BOD meeting

minutes of the Annual Meeting of the Oroville Foundation of Flight have

has been updated with current officers, a 2008 calendar and Bob
Foster's GP4 project has been updated with pix taken at his birthday

Old Business -
Forklift - The forklift repair has been completed at a cost of $500
(considerably more than our original estimate). In addition Bob
Foster expended some $320 on transport getting it to the shop and
returned. It was voted to repay $320.00 to Bob for his out of
pocket expenses getting the forklift transported. So our "$100"
repair job ended up costing us $820. But we now have a forklift
that doesn't leak fluid but also most other systems (like the
brake/clutch) work also (at the moment).
New Business -
Feather Fiesta Days May 9-10 - Geo. report - The idea of EAA doing an
early breakfast as a funds raiser was generally
approved. - The possible site has been changed to
the Senior Citizen's
Center - Action to actually get approval to use the SCC - FFD Committee
It was decided to not attempt to organize a Fly-In this
year. The last several years the attendance had been lacking in
spite of reasonable efforts at advertising. That being the case we will
not enter a float in the parade and will save that entry fee also.
Clean-Up day - Date
- It was voted to have a Hut Clean Up Day on Sat., 2/23/08, starting at
8 am. Tasks will include organizing the workbenches, clean up and
repairing things damaged by the rain/wind, and lighting off the Burn Piles if they are dry enough.
Ed O'Neal reported
on his mishap with his Murphy Rebel - A landing gear collapsed on
landing and caused it to go off the runway. Ripped the fuselage,
end-to-end, bent the wing, and a prop strike probably damaged the
engine. He thinks it is pretty much Totaled. Insurance
appraiser was due later in the week. Both he and his wife were
uninjured.

Ed also reported
that a friend of his had a hangar available, but unerected. It
was decided that we could take it as a donation, but the economics of
erecting it for our own use still don't make sense. (See the
prior "free T-hangar" discussions). We could resell it, however.
Oroville Sport Pilots -
Joe brought up the motion, continued from the BOD meeting, asking for
approval to hold the monthly OSP meeting immediately following the
monthly General Membership Meeting. Motion approved. Joe
made
handouts for OSP available and mentioned that the final paperwork for
the OSP LLC was expected by the end of Feb.
Note: Dan has subsequently received a phone call from Delaware
stating that the LLC has been approved and filed. An email will
be sent to him confirming the same, and the paper shipped by snail
mail. So our first Oroville Sport Pilots LLC meeting will be held
next month, on 3/12/08, after the Gen Mem meeting. Also, see the

Feather Fiesta Days - George Frazier had attended the
organizational meeting for the 2008 rendition. There was interest
expressed for the EAA to possibly provide an early
morning breakfast operation. It seems the "car guys" get
there very early and there is no handy place that serves breakfast
that time of the day. There is the possibility to use the
Elks Hall kitchen facility so we wouldn't have to supply
the grill. Further investigation with the Elks, et al, will
be accomplished. Action - George.
Clean Up Day - It was suggested that we schedule a "Clean
Up Day" to reverse some the activities of Mother Nature, etc, at the
Hut. It was agreed it was necessary and would be brought up to
the general membership at next weeks Gen Mem meeting. Action -
Admin.
Oroville Sport Pilots, LLC - Joe Cook reported on
progress toward the organization of the Oroville Sport Pilots, LLC
(OSP). Dan Cook has sent in the final (hopefully) paperwork and
fees to Delaware and the final papers are expected by the end of
Feb. Joe passed out some hand outs for OSP that Dan had
generated listing some of the possible planes as listed recently on
Barnstormers and the broad outline of what we will be looking for in
terms of aircraft and financial structure.
In anticipation of the time when OSP is organized
and there is business to be conducted, Joe requested approval to hold
the OSP business meeting immediately following the EAA/OFOF General
Membership monthly meeting. It was generally agreed that that
would be acceptable and was suggested that it be brought up for group
approval at the Gen. Mem. meeting on 2/13. Action - Joe
