The meeting was opened by President Olaf Gniechwitz at 7:05 pm at the OFOF Briefing Hut.
Secretary's
Report - Joe Cook reported that the minutes of the 11/7 Board of
Directors meeting have been published via email and on the Chapter
website. Approved
Treasurer's Report - George
Frazier reported the following status of the treasury:

The Fridge
recycle check for $70 from PG&E has not been received yet.
Old
Business -
Forklift -
No new news on the mechanic/ram leak fix. Joe reported on the
action of getting the Clark parked back in the Haven in the rain on
Saturday and having to refill the hydraulic tank in order to get enough
drive to finish the job. Also the fact that the power
steering apparently never came back. It may be a situation of the
power steering being a separate hydraulic system and it needs a refill
also.
Installation
Banquet - The options of the Cozy in Paradise, the Cornucopia in
Oroville and the Gold Country Casino in Oroville were presented and
discussed.
Cozy Diner
(Paradise) - 90 people OK, no buffet - waitress, beer and wine -
Cornucopia about the same as Cozy - meals would have to be ordered
individually and prepared.
Gold Country has an adjacent buffet at reasonable prices (~$15).
The meal can be eaten in there, or brought back to the meeting room but
we would have to bus our own dishes out of there afterwards.
Probably best to eat in the buffet room.
It was
moved to go to the Gold Country Casino. Seconded and
approved. Olaf will make the reservation and see if
we might group some tables in there. Action - Olaf. Joe
will send an invitation to the Paradise and Chico chapters.
For the purposes of scheduling, we'll suggest that the meeting should
start around 7 pm, so the eating should start circa 6 pm.
Elections
for 2008 -
Steve
Tenneson was presented as a candidate for President by Olaf.
This relieves Olaf who has had some conflicts this year. Steve
has been a member since 2006. The
remaining candidates were all members of the 2006 administration,
namely, Earl Hodges, V.P., Joe Cook, Secretary and George
Frazier, Treasurer. The slate was elected unanimously.
New
Business -
Bob Broadway, a
friend of Bob Foster's was introduced and signed up as new
member. Welcome aboard, Bob.
New top soil
has been donated by Howard Fairbanks, which has been put behind
the retaining wall and some new flowers/shrubs will be planted.
The sprinkler system that Bob Foster put in last year will serve the
new plantings also.
Miscellaneous
-
Joe discussed
the status of the repairs on his Sky Raider. Repairs needed to
the leading edge of the starboard wing as a result of a blow over on
the trailer on the way to Corning for its LSA airworthiness inspection.

Late News - On
Tues., 11/20, Olaf had a bout of appendicitis and underwent surgery
early Wed. morning at Enloe Hospital in Chico. The surgery
went well. He is in Room 306b and can take phone calls between 7
am and 9 pm. The phone # is 332-7300 press 1 (after you press 1
for English). He is in an extended recovery mode for
monitoring and administration of antibiotics and may eventually
transfer to Kaiser. Get well soon, Olaf!

The meeting was opened by
President, Olaf Gniechwitz, at 7:05 pm in the OFOF Briefing Hut
Secretary's Report - Joe Cook reported that the minutes of the October
General Membership Meeting have been published via email and on the
Chapter website. Minutes approved.
Treasurer's Report - George Frazier reported the following status
of the treasury:

There were 17 breakfasts served at the October Fly-In Breakfast
and 7 of those were to pilots from Beale AFB who flew in in there
own planes, including a Harman Rocket. Remains to be seen whether
any photos will materialize. George?
Old Business -
Forklift - Bob Foster reported
that Jim Woodward, the mechanic from Oroville
Hydraulics, wants the machine to be taken to their shop (contrary
to the initial conversations). Joe related various deficiencies
with the Clark which would affect the viability and safety of
loading/unloading it on a trailer, namely, intermittent and
unpredictable forward and reverse ops, no brakes or clutch action
unless brake reservoir has been recently filled and then perhaps
marginal, lack of drive power for driving up a ramp, and marginal, or
no stopping power when unloading. An animated discussion for
getting the forklift to the shop ensued. It was suggested
that maybe Bob Foster could use his AAA towing insurance to get it
there. Bob talked to a friend who has a car hauler trailer but it
was surmised that the Clark is probably too heavy for a standard car
hauler. We guessed the Clark might weigh 5 tons.
Update: A check of the Clark website shows a current model 4000
lb capacity truck, CMP20, weighs nearly 8000 lbs (4 tons), so our
Clark (CY40b) may, in fact, be a 5 ton machine. Bob is still
looking for a possible trailer. Current (as of Sunday,
11/11) plan was for Woodward to come out and take another look at doing
the work at the Hut on Monday, 11/12. Bob is following up.

and Chico Chapters.
Olaf announced that he had a candidate for President to replace himself
as a nominee. He is Steve Tenneson, a member since
2006. Welcome to the slate, Steve. The remaining nominees
remained as previously announced: V.P., Earl Hodges, Sec., Joe
Cook, Treas., George Frazier. The election will take place at the
November General Membership Meeting, Wed. 11/14,
George
reported on his trip to the Copperstate (SW Regional) Fly-In in
AZ - They apparently are still growing their turnout (as
opposed to Golden West and others this year). Lots of planes and
enthusiasm.
Joe reported on progress (or lack thereof) of the airworthiness
inspection on his Sky Raider 1, N89EC, LSA. He disclosed that on
the way to Rainbow Aviation in Corning, the plane was subjected to a
strong crosswind from the side which tipped the plane, and the trailer,
sufficiently to drag the starboard leading edge of the wing on the
pavement and gravel. The basic fault was probably the loosening
of the upwind tiedown strap. Brian Carpenter, the DAR who was to
inspected it, while very supportive, determined that it had to be
repaired before he could do his thing. So the repair project is
underway. We hope to have it done this month for a retry.
The FAA's drop dead deadline is Jan. 31, 2008 for the conversion of
'fat uls' to Light Sport Aircraft (LSA) and Brian says they will work
right up to the deadline. And when he signs it off he does the
yellow A/W cert. and there is no subsequent involvement by the
FSDO. So at this point, it looks entirely probable that we can
accomplish the repair and get the A/W inspection done in a timely
manner.
Golf Course Gate Key reviewed - It was announced that Dan Cook had
provided the key to the Golf Course gate that they had given him a
couple of years ago and it is now attached to the "Gate Key" plate that
hangs outside of Victoria's Secret (with the VS key on the other
end). Joe has verified that the key still works with the golf
course lock. So we are set for night operations beyond when the
golf course personnel charge out and lock the gate. This allows
us to drive out on the pavement rather than the dirt road or the
taxiway when it is soft or wet due to rain.
Missing Hut East Door Key
- Olaf hadn't acted yet to get the East and West lockset
matched so one key will work with both. Action - Olaf.
New
Business -
Bob's Foster's Birthday Party - Bob announced that his
wife was having an 80th birthday party for him on Sunday, 11/11
from 2-4 pm at his house and we were all invited. Happy
Birthday, Bob!

Old Business -
Fridge Saga - The
Fridge Saga was reviewed (the Kelvinator is working fine in the Hut and
the Fairbanks' Whirlpool is working fine in Joe's kitchen) and Bob
Foster described his meeting with the PG&E recyclers. They were
rather rough with the unloading from his trailer and broke the
tailgate. We received $70 "incentive fee" from them for the two
old fridges.

Installation Banquet possibilities -
Gold Country Casino - Gratis banquet room, serve yourself, bus your own
dishes.
Olaf will check Cornucopia and The Depot and report at Nov.
Gen. Mem. meeting
Nominations - Same

Forklift Repair -
Bob Foster got the name of Ken Richter's alternate forklift mechanic -
Thomas Hydraulics - 8th Ave. Chico - Est. $300-$500 to repair the
ram and it must be removed and delivered to them. No onsite
work.
Chuck Zeitner
chimed in that he had worked with a local Oroville outfit and had got
two forklifts repaired for $100. He will check at home for
name. Update - Chuck's outfit is now called Oroville
Hydraulics and Air - phone number 532-0124, address 4801

November General
Membership meeting place - It was agreed that the meeting will take
place at the Hut. We'll fire up the IR Heater to make it more
comfortable if it is cold.
New Business
-
We had a late
arriving guest (as a result of the Golf Course gate being
locked). Welcome, Jim Stutz.
Golf Course Gate -
The early lock up brought up the subject (once again) of getting a
current key so we can get in and out regardless of the golf course
personnel. Olaf will check with the golf course to keep it open
for us or get a key. Update - Dan Cook came up with the key he
got a couple of years ago and it still works. It is now attached
to the "Gate" plate which hangs outside of Victoria's Secret and also
has the VS key attached. Olaf is "off the hook" on this one.
Missing Hut East
Door Key - The missing key situation was discussed. Olaf
volunteered to get the East and West lockset matched so one key will
work with both. Action - Olaf.
Announcements - Joe
mentioned that he was scheduled to get the Airworthiness Inspection on
his Sky Raider on Thurs., 10/18. at Rainbow Aviation in Corning.

Report - Joe Cook reported that the minutes of the September General

Business -
Earl
Hodges passed out the 2006 Golden West pins and badges for
the volunteers of that year.
The Saga
of the Fridges - Bob Foster reviewed how we came to get the
Kelvinator which is now in place of the old one which ran more or less
continuously and was on the verge of failure. It came from
Corning. We plugged it in and it ran normally, freezing in the
freezing compartment and cool in the refrigeration compartment.
Howard Fairbanks and Joe Cook removed the old one (#1),
installed the new one and transferred the contents of the old
one to the Kelvinator. It turns out that the Kelvinator has a
small voltage leak to ground that is sufficient to trip our power
Ground Fault Interrupter (GFI). So it is installed with a 2 wire
adapter. The actual measured voltage to the concrete floor is
circa 12 vac, so is not considered a hazard. We doubt the "Hangar
Mouse" will even notice it.
Fridge #3 turned up when
Howie and Karolyn decided to buy a new one, and Howie and Bob
brought the old one to the Hut. Since we didn't
need two in the Hut, Howie offered it to Joe, whose fridge at home
had a failed thermostat. After measuring his space in Chico, Joe
accepted it, hauled it to Chico, installed it and brought fridge #4
(his old one) back to the Hut. Joe then loaded up fridge #1 onto
the trailer along with #4 so they could be hauled to the recycler.
Subsequent
to that, but before hauling took place, Olaf thought to call the
PG&E and see if they would pick them up since they both were in
operating condition to meet the PG&E requirements. They said
they would, and Bob will meet them at the Hut on Mon., 10/15, to turn
them over and receive some kind of recycling incentive check.
Much better than us paying the recycle guys to take them!
Discussion
of the fridges also brought up the need to recycle another one that is
in our 14A storage area. Bob will see if he can talk the PG&E
guy into taking it also. It operated several years ago when
tested.
Discussion
of 14A led to the perennial discussion of Chuck Heindell's
C-65 project [originally built by our 2nd (1996) Chapter
president, Dix Mackey] which has resided there untouched for several
years. Chuck has stated that he continues to have an interest in
it and will remove it but, so far, no positive action. We will
continue to press Chuck for resolution of this problem.
New
Business -
Installation
Banquet - As noted last month, our previous meeting room/buffet, Li's
Cuisine & subs, will not be available this year. Olaf carried
out an action item to explore alternatives and talked to the Gold
Country Casino. They will provide a meeting room, free
of charge but we will be on our own for food and drink. We
can eat at their Buffet or have it catered. Another
suggestion was to check the Cornucopia who have a room in the
rear. Olaf will look into that and we will have further
discussions at the Gen. Mem. meeting on the 17th.
Officer
nominations for next year were discussed. Having no new
volunteers at the BOD meeting, the existing officers, Olaf Gniechwitz,
Earl Hodges, George Frazier and Joe Cook all agreed to serve again, if
no further candidate came forward. Anyone interested should
attend the Gen. Mem. meeting this Wed.. 10/17, and come forward to be
nominated. The election will take place at the November, Gen.
Mem. meeting, 11/14.
It was
also suggested and accepted that we make arrangements to have the
winter meetings, starting with the November meeting in the Table
Mountain Aviation Pilot's Lounge. George Frazier agreed to talk
to Tom Hagler who has become the sole owner/operator of TMA and arrange
the use.
Joe asked
George to also ask Tom Hagler what the final disposition of the
T-Hangar donation/procurement was since we have heard nothing back on
that.
George reported on his trip to the annual Bartlesville Biplane Fly-In
and noted that he enjoyed a midweek air show at Tucumcarry, NM.
Seems they got the Snowbirds on their way back east and numerous
warbirds including some CAF planes out of Texas. Great show for a
town with only a few thousand residents.

Updates - 1) George contacted
Tom Hagler and was informed that the TMA Pilot's Lounge was unavailable
for our Wed. meetings due to a ground school and a model airplane club
meeting on those nights. We will therefore be looking for an
alternative meeting place for the winter months.
2) Tom said he was unable to get any
of the donation T-Hangars because they were already given to someone
else.
3) Got an email from a Beale AFB pilot
who says a group of them who own their own aircraft are planning to
come up to the Oct. Fly-In Pancake Breakfast, weather permitting.
We told him to come on up, the more the merrier.

12, 2007
The meeting was
opened 7:10 pm PST by Secretary, Joe Cook. President Olaf Gniechwitz
and VP Earl Hodges were absent. Earl sent his regrets.
Secretary's Report -
Joe Cook reported that the minutes of the Sept. Board of Directors
Meeting have been published via email, on the web and in the Nugget
Newsletter and all are up to date.
Treasurer's Report -
George Frazier reported the following status of the treasury:

There were 13
breakfast served last month. George says, "The outflow with
regard to ongoing electricity and water bills is exceeding the monthly
income". Water was $56+ last mo. Examination of the
historical water bills showed that a year ago in August we
paid $63+, so we decided it wasn't due to a leak on our side of the
meter. Joe indicated that last year he thought we were running
the sprinklers 6 days a week in the summer and this year we have
left them at 4 days (as was originally set in the Spring). So, if
we want to keep stuff reasonably green (and all the trees are looking
great), we need to keep watering.
Old Business
Bob
Foster reported that he had seen Ken Richter and Ken says the mechanic
he had indicated that might be interested in repairing the forklift has
left town. However, Ken knows of another mechanic in Chico who he
thinks would work for a reasonable rate. Bob will contact Ken
again and get the mechanics name/phone number. Bob will
also invite Ken to the Sat. breakfast SLSA Demo.
The
Golden West patches were supposed to be passed out by Earl.
Continued to next meeting.
The Light
Sport Airplanes West presentation for this Saturday at
the Fly-In Pancake Breakfast is still on. They will be
bringing one plane, a high wing model, maybe the CT.
Howard Fairbanks, our liaison with LSAW, didn't think it
would be the Remos G3 (which is a high wing with folding
wings).
New
Business -
T-Hangars - Possible
Donation
Further to the
T-hangar discussion as published in the BOD meeting minutes, http://eaa-oroville.8k.com/minutes.html ,
Joe reported additional information he had obtained. The Donor is
OK with our request for a 2 unit or 4 unit module. The parts are
in Rio Vista and are stored outdoors. Everything except the posts
and trusses are galvanized and thus rust free. The posts and
trusses are painted and show a light coating of rust. We don't
consider that a major problem, it could be addressed with the normal
aircraft Rust Conversion Coating. He thinks the 2 unit module
could be transported in a couple of trips with normal sized trucks.
Joe presented a
spreadsheet with the results of his procuring various costs and
estimates (included below). The 2 unit building is figured
at 33'x74'. That's 2442 sq. ft. For 3" concrete that would
22.6 cu. yards, for 4" it would be 30.16. Concrete runs ~$90/yd
(5 sack) + various fees like fuel surcharge, "enviro", short load,
etc. Base rock is 35.50/yd and figuring 2" of base equals
$535.50. Figure 5" of excavation to get the surface down to
1" proud of the general terrain at $1.50/sq. ft. (the paving guys
estimate) = $3663.
Supposedly, asphalt
is cheaper than concrete for the pad. The ball park estimate from
D&S Paving in Oro was $2.50 sq.ft.! For 2442 sq. ft of
surface, that is $6105 just for the paving (2" of AC + 4" of base rock)
after doing the excavation! In our case, concrete is actually
cheaper.
Since the Chapter
seems to be short on volunteer labor, estimates were made for such
things as the foundation/posts for the asphalt, a hired crane at $400
(4 hrs), and 200 MH of erection labor @ $20/hr= $4000.
Bottom line - w/ 3"
concrete, $11,310 - w/ 4" concrete, $12,049 - w/ 2" asphalt, $14,568.
Then there was
discussion of permit fees and taxes. It seems that Paul Satur has
been charged a "School Fee" of $8000 on his Oroville permit for his
3600 sq. ft. hangar. No one knew what the basis of the tax is,
but if it is based on sq. ft., ours would be 2/3 of that, or $5333
(never mind that a hangar has nothing to do with kids in school).
There are various other onerous fees and taxes applied to the permit
process which makes it unappealing. And after building it, we
would be subjected to an increase in the OFOF property taxes based on
some other unrealistic yardstick.
We talked about why
we (Chapter/OFOF) might need the new building and where the
members are that would use it. It was generally conceded that the
current membership doesn't need it and there really are not enough
active, willing and able, members to build it or justify the
expenditures to get it built.
A motion was made,
seconded and passed to abandon further efforts to go forward with this
T-hangar project. It is one of those situations where the costs
involved to bring the "free" donation into usable fruition don't
justify the acceptance of the offer in the first place, at least in our
present case.
It has been stated
that the Corning Chapter, along with interested city parties, at one
time considered the possibility of moving the Coppers building to
Corning. They decided against it. But the existence of this
"free" building(s) offer may be of interest to them. Joe will
pass on the information to Tim Huckabay, the Corning Pres., for
their consideration.

The
Board of Directors meeting was opened by President, Olaf Gniechwitz, in
the OFOF Hut at 7:05 pm.
Secretary's
Report - Joe Cook reported that the minutes of the General Membership
meeting of August 15, 2007, have been published via email and on the
website.

Business -
GW Patches - Earl Hodges has been deputized by Dave Harmacek to
distribute last years (2006) Golden West badges and pins to worthy
volunteers. Actual distribution deferred until he can remember to
bring them in.
IRS Notice - We (OFOF) have received a notice from the IRS indicating
that organizations with less than $25K income would be subjected
to increased scrutiny in the coming years. Our CPA says
"No Problem".
The Light Sport Airplanes West (Salinas) presentation at our September
Oroville Fly-In Breakfast is confirmed for Saturday,
9/15/07, circa 9 am at the OFOF Hut. LSAW expects to bring
at least one new SLSA for discussion and hands-on inspection.
Howard Fairbanks has prepared a press release for publication in
the local newspapers hoping for some increased public participation.
Foster Forklift mechanic contact report - No new info.
New Business -
T-hangars Donation - Possible
Background
- We have received an offer from a gentleman in
Sacramento to donate up to 3 T-hangar building kits to the Chapter or
OFOF (or any other Chapter who can use them). Each building is
composed of 10 units and the total building would be 32'x325'.
These units are manufactured by FulFab in Canton, Ohio. See the
website at http://www.fulfab.com/hangars.html .
He has been unable to conclude a deal with his local airport to
build and operate them there so he has concluded a donation to a 501c3
outfit like an EAA Chapter or OFOF might be a viable option vs. selling
them for scrap. These are rolling door hangars of "Standard"
model on the FulFab website with a 42' door opening and 32' deep.
They are fabricated such that it is a totally bolt together assembly
process with no welding required. It is possible to break down a
kit into a set of 2 hangars or 4, if 10 is too big.
Question - Can the
Chapter/OFOF make use of this
opportunity in any useful way?
Discussion - The
terms of our lease with the City
of Oroville preclude any activities which compete with the City or the
FBO. Currently, the City is operating the T-hangars and has
recently added a row adjacent to the South Ramp. Tom Haggler,
Table Mtn. Av. mechanic, is believed to be in the process of becoming
the sole owner of Table Mtn. Av. and is negotiating with the City
to provide full FBO services and to take on the operation of all
of the airport T-hangar rentals. Dan Cook reviewed the current
atmosphere at City Hall and concluded that it was unlikely the City
would approve our construction and rental to the public of even one
complete 10 hangar building. Without being able to generate
revenue to cover the cost of erection of the buildings (i.e. some non
rental use, e.g. The Oroville Flight Museum) it is economically
infeasible for OFOF, it would appear, to do an entire 10 unit
building.
Therefore, the BOD
has proposed that we approach the
donor on the basis of accepting a 2 unit or 4 unit partial
kit. The units to include 2 "end units", if possible, which
would provide a rectangular building without inventing any new
closures. It is imagined that this smaller building can be
constructed with the major portion of the labor being donated by the
able bodied members, :-). Things like the support structure
(pilings/foundation and pad) will require an expenditure of funds,
tbd. Other questions to be resolved are: 1) Where are
the units currently? 2) How do we get our product shipped to
OFOF? 3) What is the current state of
weathering/corrosion? 4) Are they suitable for
outdoor storage until we can assemble the resources (and proper time of
year) to erect the units? Joe Cook will carry on with the email
discussion with the donor to attempt to get answers to these
questions. At the moment, there is no rigid time frame expressed
by the donor to resolve this, although it seems the sooner, the better,
if he is paying storage fees of some kind.
We
hope to have a definitive discussion and resolution on the T-hangar
subject at the General Membership meeting, this coming Wed., 9/12/07.
EAA
is looking for a Speakers Bureau type person who might volunteer to
make presentations to interested organizations/groups.
The ex-Li's Cuisine (our usual January Inauguration Meeting place)
has moved and they no longer have a banquet room of suitable
size. Olaf will check on new possible locations, including
the casinos.
Work
party - Saturday, 9/8, 10 am at the Hut - In view of the hoped for
new public participation in the LSA presentation and breakfast, it was
decided what we should have a work party and do some sprucing up of the
Hut and environs. Should be done well before noon. Basic
cleaning, repair the ramp on Victoria's Secret, clean up/organize the
work benches, eliminate spider webs and yellow jacket nests, sweep the
floor, cut off and cut up the broken limb on the cottonwood at the
Glen, transport the pieces of burned cottonwood stump in the parking
lot to the burn pile, move the fancy fridge that Howie got to a storage
location (paint it?),etc. (These are Joe's thoughts and were not
discussed specifically at the meeting. :-) )

Howie announced
that Light Sport Airplanes West, of Salinas, was interested in
making a presentation to the group regarding their Light Sport Aircraft
(LSA) offerings. The group was agreeable to host the
presentation. It was decided that the best time and place to do
that would be the upcoming September Saturday Fly-In Breakfast,
9/15/07, circa 9 am. Howie will make the arrangements with
Ms. Sue Parker of LSAW. The Paradise, Chico and
Corning chapters are invited to join us. We will also get a
notice in the paper to hopefully generate some interest from the
public. They expect they might have 2 aircraft to display for

8/15. This is the first step in getting it formally registered as
an Experimental LSA. It will bear the reserved number "89EC" if
all goes as expected.

Postscript - A couple of
days after the meeting, a Mr. Robert Pearson, of Sacramento, sent an
email expressing an interest in donating 1 or more (he has 3) hangar
buildings to 1112/OFOF. Each unit consists of 10 T hangars when
fully assembled (32'x325'). They can also be used in subsets of
2. They are steel units fully engineered for wind and snow load
and are "bolt together" assemblies, no welding required. The
units were built by FulFab of Ohio and are the Standard model with
rolling doors. http://www.fulfab.com/standard.html .
Since more than one of these units is probably (understatement!) beyond
our capability to install and operate, he is offering the remainder to
any other EAA chapter(s) who might be interested and be able to use
them.
Due to the "no compete"
clause in our lease with the City of Oroville, we think a full 10 unit
building might conflict with the City's T hangar operations, but
Dan Cook will make an inquiry in that regard. We'll discuss this
at the BOD meeting in Sept. and hopefully make a decision.

repair - Bob Foster was unavailable to report the current
situation on possible forklift repair mechanic.
Note - Joe used the forklift on
Saturday, 8/11, to move several piles of stored materials to prepare a
space for the new "doublewide" car port on the east side of the
truck. It worked well (with its normal idiosyncrasies) except for
the known leakage at the ram condition which probably wasted a couple
of quarts of hydraulic fluid.
New Business -
This year's
county tax bill has been received - $311.79. It was moved
and approved to pay the bill from OFOF funds.
George reported that long time member, Paul
Sature of Biggs, is back in the area and is building a hangar on
the east side of the airport near Randy Bullock's Oroville
Aerosports. Foundation/slab has been poured.

some more details.
Bill Duval's Avid Magnum burned down on his
trailer on the way home after getting it repaired from a Lake
Shasta(?) incident (Foster report). He is a friend of M.D.
Short's. It wasn't clear what started the fire. Older
members may recall he flew it at the 2001 Starduster Fly-In and, at one
point, docked it with our rental houseboat. Pic included
below.
New Business
The July Fly-In pancake breakfast will be held as
scheduled this Saturday (7/21)
Dan Cook has inquired on behalf of Ed Lazareski
(sp?), the owner of Oroville All Metals (supplier of the materials for
our door project), if flying members of the Chapter would be interested
in doing a Fly 0ver of the golf course on the morning of Sat. Aug.
25? - Vern Skovgaard and Ed O'Neal might
be interested. We need more info, like Why, What time,
etc.
George reported that Van's had their RV-12 at
Arlington - They are planning to release a kit for homebuilders.
It's specs will allow flight by Sport Pilots.
Bob Foster has a line on an L-16 for $12K, but
he doesn't have a place to shelter it.

Old Business -
A general discussion of member's Golden West Fly-In
(GW) experiences ensued. It was generally agreed that there was a
significant lack of organization with respect to prospective volunteer
efforts. This was generally attributed to a loss of some of the
'old hands' and the new guys either not taking up the reins or being
overloaded.
Ed Calcote reported that GW made money this year and will do
it again. The total plane count was good. Joe commented
that the GW website already has the 2007 Awards winners listed with
photos of each one. This is a major improvement over last
year when it seemed it took a long time to update the site with that

Light Sport Discussion
There is a gentleman in Corning who has a Zenith
Zodiac project and would be willing to talk to the group about it.
(Howard Fairbanks info). It was also noted that Zenith has a
West Coast facility in operation at Cloverdale Airport at which
they can give workshops, builder assistance and demo rides. They
presented the Zodiac display at GW. http://www.qualitysportplanes.com/
There is a new light sport outfit in Salinas
called 'Light Sport Airplanes West' (http://lightsportairplaneswest.com/
) that is selling several models of the Tecnam line, the Evektor
SportStar, StingSport, Ramos G-3, Jabiru 250, and Flight Designs CT
Cruiser. (Joe's note - these are all high end Euro models
considerably beyond our current vision of the Oroville Sport Pilots
LLC).
Joe noted that the Oroville Sport
Pilot website has been launched and we've added pix of possible LSAs,
as well as a couple of spreadsheets with performance specs (submitted
by Dan Cook) and with specs, kit costs and links (Joe's

Bob Foster reported a conversation he had with Ken Richter (donor
of the Clark forklift). Ken mentioned he has a good mechanic
who is familiar with the machinery and may be willing to tackle the
repair of the seal problem. Bob will follow up and try
to arrange a date for him to inspect and possibly undertake repair
action. There were various offers to assure someone from OFOF
would be present to open up and assist the gentleman as required, once
the date/time is set.
Joe reported he has applied closures to the bird entry holes in the
fabric at each end of the door beam at the Hut. They remain to be
fitted completely and properly attached for the winter. There
didn't seem to be any birds inside the Hut while we were there,
although we swept up a few feathers. :-)

Old Business -
Olaf
asked about the status of the Oroville Sport Pilot, LLC (OSP).
Joe discussed the recent activities relative to acquiring a suitable
aircraft. He related the sequence of events regarding a Zenith
Zodiac CH601-HD from Modesto that was advertised on Barnstormers for
$22.5K. It had a Continental 0-235 and allegedly had 100 hrs. on
engine and airframe. It turned out that the a/c was out of
annual, had had the wings removed and moved off the airport to do a
canopy replacement. It had also had the header tank
removed. None of this was stated in the ad. And when we
asked for a schedule to put the plane back together and get it
inspected for the annual, he had stated he was now selling it
"as-is"! We told him we were not interested in that proposition
and terminated the discussions.
There is
another a/c on Barnstormers that looks appealing. It is an Avid
Mk IV with a Jabiru 2200 in the S.F. area for $23.5K. But we
think we should get the LLC paperwork completed, that Dan Cook is
working on, before we get involved in any further negotiations for an
a/c. A show of hands was called for of those present who might be
interested in the OSP and we had 6 who showed interest. In order
to get this actually accomplished, we need about 10 members, each of
whom can contribute something like $2.5K+/- to start, depending
primarily on the a/c we end up buying.
George said he had had a conversation with
Ken Richter (of the Richter Bros. who donated the forklift) and he
might have a mechanic who could fix the forklift ram
seal. Further follow up required.
New Business -
It was suggested that we try another
informal fun fly day when the rice plant season
allows. Dependent on the Burg's availability, et al.
Olaf stated that he had procured a CD ROM on Sport Pilots license that
will be available for loan out.

6/20, at Ranchaero Airport. She is a Citation pilot who will
conduct a Q&A session.

Feather Fiesta Days - Net for the booth and the Fly-In pancake
breakfast was $300 for both.
Fly-In - Lack of people and flown in aircraft were
the primary negatives. We had room for a lot more.
Otherwise, things went smoothly.
Newspaper support requires hard copy input to get it
printed. We haven't done that lately.
Earl suggested considering an Airport Appreciation
Day as was done at Livermore where all the hangar lessees were
encouraged to roll out their planes and interact with the public.
Howard Fairbanks has sent 'Thank You' letters, on
our behalf, to the participating parties for the Fly-In donations,
namely, DWR for the portapotties, Waste Management for the trash bin
and cans, and the City of Oroville for the tables and chairs.
We also would like to thank Chris Jones and Table Mountain Aviation for
the use of the FBO building for the event.
We discussed once again the lack of contact from
Golden West management regarding scheduling our volunteer
efforts. Ed Calcote will attempt to clarify.
New Business
Earl presented a brochure for the Arlington Fly-In,
7/11-15, 2007.
Joe announced that the Chico Chapter meeting on Wed., 6/20 at
Ranchaero would have a lady Citation pilot for a Q&A
session, 6:30-9 pm.

The Feather Fiesta Days EAA food booth
manned by George, daughter Lisa and Bob Foster generated $424 worth of
sales on the hotdogs and snowcones. Lisa had to leave early
when she donated the tip of her finger to the
snowcone machine. Hope it heals with no complications, Lisa.
Joe reported that the SkyRaider presentation was well received by
the parade viewers and he handed out all 50 of the flyers by about 1/2
way down Montgomery St. even before hitting downtown. Had several
interesting conversations with the bystanders. Hopefully some of
them will actually show up for the Fly-In.
New Business
It was announced that
there will be a new airport gate code required as of
6/1. Hangar lessees have been advised.
The following items have been arranged for the fly-in:

City Chairs - Tables - Fri.
We'll do the setup in
the TMA hangar in two shifts on Fri. Initial shift will start
at 9 am and will get the grill, trash cans, fire
extinguishers, tie down ropes, et al, moved from the Hut/14A
to outside the TMA hangar without disturbing Tom Hagler's normal
activities. At 5 pm, after Tom's vacates, we will move the

Final setup should be done in an hour or so.
Car show was well received at the Feather Fiesta Days
celebration. 700+ cars and some turned away when all the
available space was filled. Apparently they had a very successful
turnout at Hobbie's on Fri. night as well.
Joe's call to fill the
needed volunteer positions on Sat. left some vacancies to be filled
ASAP. Looking for aircraft and car parking help as well as a
couple of judges for the judged competition. Please send me an

Thompson (Ranchaero) and see to what extent he might
like to bring a biplane for show/rides.
Per EAA insurance requirements, guys
giving rides for a fee must provide proof of insurance.
Merle Olhmstead's photo of the 357th Fighter Group was described by
Howie. It is mounted just below the B17 portrait in the
Hut. It was arranged for by Ron Turner and was donated by
Merle since he is moving back east. Ron also bought an
autographed copy of Merle's book and says it will be available for loan
after he reads it.
Howie and Olaf will try to arrange a visit with Merle shortly.
Bob Foster has finished the updated tree irrigation project.
Olaf helped with the Ditch Witch. We'll be turning on the
automatic timer after Terry's Glen gets mowed next week (start of the
mowing season). We'll trim the parking lot also as the green
"scissor" weeds are going wild. They must like that RoundUp that
the city allegedly sprayed the lot with. :-)

Old Business -
Fly-In - Our Fly-In has been added to the event schedule
in General Aviation News (remains to get the correct date),
Barnstormers and Landings.com (Pacific
Flyer). Likewise the date has been added on the
Skycontrol.com schedule. That is an international site
where May 19th is listed:

New Business -
Over at the OFOF Hut, Bob Foster and Olaf used
a Ditch Witch rented by Bob to finish digging the trench to place
a new buried watering system for the Donor Wall trees to the
replace the existing soaker hose operation.
Fly-In breakfast - Insurance is in place for all
future events, including March. Recall that the Feb. Breakfast
was cancelled due to lack of insurance.
We still need spare key for TMA to
use when the present key holders don't show up. Olaf action.
It was agreed that Chapter and EAA meetings will
move back to the Hut in April with the advent of milder
weather. Expect a return to TMA about November.
John Burg assured that the TMA lounge and hangar
will be available for the Fly-In ops, 5/18-20.
Chuck Heindell has assured that the Military Vehicle Club will
again have a presence at the Fly-In. Thanks, Chuck.
Howard Fairbanks will attempt to arrange for the
Oroville Model A Club to again stop by after their parade in
Gridley/Biggs.
Howard will contact a friend of his at Beale for possible Beale
participation (space suit demo, etc).
John Burg confirmed that Table Mountain Aviation now
has flight instruction available.
There are 3 instructors available.
Present aircraft is a 172, $95/hr
wet, $40/hr instruction,
MD Short advised that he is current with his various ratings and,
pending a medical (tba), available to provide BFR's and
instruction as desired.
(NB - For any pilot holding a Recreational or higher pilot's rating, a
current BFR, with appropriate log book entry, is all that is
required to qualify for the Sport Pilot license (which allows flying
Light Sport qualified aircraft with a Driver's license medical).
Regarding the pending "Oroville Sport Pilots LLC", Joe
reported that Dan Cook has sent follow-up info to the Delaware
Incorporation office and expects that it will be a "done deal" within a
few weeks. We need to keep searching (Barnstormers,
Trade-a-Plane, etc) for a suitable Light Sport aircraft (Zodiac 601,
tri-geared Sonex, Titan II, etc) to purchase as the flying season will
soon be upon us.

Feather Fiesta Days - George has paid for the booth. And
due to the early application we can expect to have the necessary power
available for the snow cone machine and the hot dog warmer.
We will enter the FFD parade with Joe's SkyRaider UL on a trailer, with
EAA banners, et al, like we did with the Avid in '05.
Fly-In, "Celebration of Biplanes" - We have submitted calendar
listings to General Aviation News, Barnstormers, Landings.com (Pacific Flyer)
and Sky Control.
New Business -
Earl Hodges donated a set of shears to OFOF.
It was agreed that we should continue holding the Fly-In
Pancake Breakfasts on a monthly basis (except Dec.)
It was agreed to have a yard sale/hangar sale sometime this
summer, date TBD later.
Some
discussion of the status of tools that were put on consignment with
Oroville Tool. Apparently, nothing has sold and we don't know for
sure where the long belt sander is.
Olaf will get an extra key made for the TMA Lounge and bring it to
the Gen. Mem. meeting next week.

Sacramento to Redding this year with no stop at KOVE. Maybe we'll
see it fly by.

Feather
Fiesta Days (FFD) - George reports the parade entry fee will
be in the range of $10-$40. It was voted to do an entry with
Joe's SkyRaider on a trailer as we did in 2005 with the Avid.

snocone booth - No info on entry - Geo. has reserved snocone
machine and hot dog machine for both FFD and the fly-in weekends.
Fly-In ops - Geo. will contact people
for whom he has cards from Copper State that might have an interest in
coming to the Fly-In and showing their wares, doing rides, etc.
Joe will contact Gary Thompson at Ranchaero to see if he has an
interest in bringing a biplane for show and/or giving rides.

George suggested to add the hot dogs and snocones to
our ops at the fly-in - Approved.

gives (or used to anyway) biplane rides.
Insurance
forms status - No info from Olaf. Earl will undertake to find out
what is required from Brenda at EAA and get the forms and fees
submitted. We need insurance in place for the Feb. Breakfast and
we need to get the form in for the Fly-In so EAA will publish
our event dates in their pubs.
Will
start to schedule Fly-In organizational meetings. Next
meeting will be with the Gen. Mem. meeting next week, 2/14, and we will
set up a schedule for subsequent regular meetings. Geo. Frazier
is the committee chairman with members Ed O'Neal, John Burg,
Joe Cook and Olaf Gniechwitz
Event
hosting. - John Burg suggested that the TMA facilities could be used
for event hosting ala what Stardusters had done. Such as for
Ultralight groups, Light Sport groups, etc

sale possibility - George and John suggest we do another sale on a date
other than a breakfast. John and Jones Av. have lots of a/c
parts that would be of interest to the proper audience.
Call for new project photos - Joe wants to
update the the Member's Projects pages of the website with
progress and current photos of any member projects of
interest. Please send them to Joe in digital format, any size
640x480 pixels or larger. He'll reduce the larger ones as
necessary. Please send some kind of caption info for each
one. Up to 10 to 20 for each project would be nice. If you
only have prints, I can scan them. Known projects are Bob
Foster's GP-4, Ed O'Neal's Murphy, Earl Hodges Murphy, John Burg's RV,
The Burg's 172, Mike Macon's RV-6, Mike Gannon's BD-4, Bob
Kearby's Rotoway Exec, Ed Knox's Lancair, Joe Cook's Skyraider,

The Annual
Meeting of the Oroville Foundation of Flight was convened at the Gold
Town Buffet (formerly Li's Cuisine), Oroville, CA, at approximately
2020 pst. It was held in conjunction with the annual installation
of officers banquet for both EAA Chapter 1112 and the Oroville
Foundation of Flight.
The meeting was opened by OFOF
BOD President Olaf Gniechwitz.
The call for Old Business was made. No Old Business was
forthcoming.
The call for New Business was
made. Joe Cook made the announcement that the OFOF Hut 'Rolling
Door Project' has been finished and the Grand Opening would be held in
conjunction with the Fly-In Breakfast, this Saturday, 1/20/07. No
other New Business was announced.
A motion was made and seconded
to adjourn the meeting. Motion carried, meeting adjourned circa
2025 pst.
