General discussion
about the City’s FBO recruiting efforts - Tom Newlander
Ziggy Arneson is the only active candidate so far - Had been
running Chico and quit in anticpation of taking on
the Oroville FBO operation. He has encountered resistance
downtown. Tom thinks he has the resources, the training and
talent to make the operation a success. Should be Mom-Pop, Wants to make it a
Destination Fly-in operation. Tom is requesting help from anyone who can influence opinion
downtown. We need to get the selection off dead center and
underway.
Report from the
Oshkosh travelers: Bob Foster, MD Short & Marv Hollander
MD
- Visited Foster's relatives, couple of days at Oshkosh. Enjoyed
by all.
Marv - Spent 6 days, checked LSA's and ULs, heard Chuck
Yeager speak, UL gyro was demo'd, has a pic of Foster, MD and the
memorial, Oshkosh has suffered from loss of some
of the major businesses (Oshkosh b'Gosh, truck plant, etc).
City of Oroville &
Butte County Taxes -
Last few years we paid
$696.26 per year.
This year we will pay
$307.41 based upon the initial review by the assessor's
office. We think the alleged value of the property is still way
too hign. We will be filing an additional
appeal to hopefully reduce the taxes to $200/yr or less.
We are going to be
partners with the City and the Chamber for 2006 centennial.
Our event will be
"Dream Machines at the Airport Appreciation Day".
Flying machines,
floating machines, racing machines & working machines
Proposed dates:
Friday May 19, Saturday May 20 and Sunday May 21.
Re-roofing project to
start mid September and should finish the first week of Oct.
New proposal for re-roof as result of ET discussion
with Dan early this week. It seems Eric Tietleman (City Eng'r) is
still draging his feet with respect to approving the metal reroof
project and has indicated he would look favorably on an extension of
the existing lease terms regarding the "temporary structure" for a
year. Dan proposed we get a cover (his terminology is
"diaper") and install it over the existing roof to seal the rain out
for the winter season. Moved, 2nd and approved.
Items from the floor.
No action on the new roof fund raising letter.
Dan expects to pick up a box/scraper from SCORE that fits the
tractor. The tractor is nearing a running
condition, thanks to Dan's efforts. He thinks the remaining
problem is in a chipped fuel filter bowl that will be replaced once it
arrives.

1. Shall we file the plans for the re-roof?
Moved, 2nded, passed to file, sooner the better.
2. Should we send out a mailing? Moved, 2nded and

Clark
forklift repair.
The
Clark has developed a major hydraulic fluid leak at the ram and
will no longer hold at a set height without constant correction.
Floyd suggested that we plug the system and check the control
valve for leak off before tearing the cylinder apart as that is a
frequent source of loss of pressure.
Joe
reported that there are no 'paper' Clark Maintenance Manuals available
for our 'aged' machine through the local (Sac.) rep, Team Power.
Joe will continue a web search of non-paper sources. The Team
Power guys say they can provide parts.
Tractor
may run by next week (that's the week of 6/19), per Dan, if all goes
well.
Items
from the floor -
New FBO - The person currently under consideration by the city was
associated with the Redding jet operations, but would be
independent if doing the Oroville operation.
Various
members shared some "Opps" stories from their flying experiences.

Board of Directors Meeting Minutes
June 8, 2005
The meeting was called to order in the
OFOF Briefing Hut by VP, Dan Cook, at 1915 pdt.
Secretary's Report: Joe Cook
reported that the minutes of the May 11 BOD meeting and the May 25
General Membership meeting have been published via email and
on the web site. Apparently there was a SNAFU in the sending
of the GM minutes, so they will be resent directly.
Treasure’s report: George
Frazier reported the following:
EAA Checking:
$431.31
Flight Foundation
Checking: $1946.18
Flight Foundation
Savings: $2006.28
Recap of the May 21 breakfast - George
Thanks to George’s
daughter for doing the great cooking. 32 paid breakfasts
were served.
Dan inquired if it
might be appropriate to present a gift for a job well done? Not
necessary according to Geo.
Recap of the May 21 "Yard Sale/Hangar
Sale" - the event brought in $280.99 for OFOF.
What do you think of a "progressive" Yard/Hangar sale?
It's working. Continue to do
it. Continue to advertise.
Breakfast of June 18, 2005 needs and
services.
- Who will be cooking? Geo.daughter
may be available again
- Food inventory satisfactory for the
expected attendance? Ok
- Special Menu items? Waffles again,
yes.
Recap on the Golden West Fly-in at
Marysville - Ed Calcote - Ed
thinks maybe 12K people attended. He'll have more
exact data after the GW debrief. Lots of people from out of
state, even as far as Florida. Overall, considered a success.
Speed Record set at the Golden West
Fly-in - Joe reported on the successful speed record attempt
by John Parker and the Blue Thunder guys with his
Thunder Mustang, #371. They broke both the 3 km. and the 15/25 km
records on the Sat. flights at some 374 mph and 376 mph
respectively. Their fastest one way run was 383! These were
run at 100% power on the normally aspirated Falconer V-12, no
nitrous. The Sun. flights were scheduled to use 100% + nitrous,
but a fuel pump was acting up and they scrubbed that attempt.
John flew it back to Reno Stead successfully on Monday after the pump
was fixed.
Status of the search for a replacement
FBO at Oroville Airport - the owner/operator of Chico Aviation has
put in a bid and was being interviewed on Wed. afternoon, 6/8. It
is understood that if he were successful, Steve Larson would continue
to be able to do his maintenance ops. in the hanger.
B-24 flying report - Joe reported on
his B-24 mission on the Collings Foundation B-24, Witchcraft, out
of Chico on Mon. 6/6. All
went well and it was an enjoyable flight.
Items from the floor.
"Fix-it" needs for the Fork Lift, the
main ram has a major blow by. (It seems the Clark developed some
major leakage while Dan was using it to suspend the cylinder head for
reinstallation on the tractor. We need the Clark fully
operational for the pending new roof construction circa Sept. this
year. Thus the need of some repairs.)
- Chain
wrench for 4"+ opening - Joe has provided a chain wrench which may
do the job.
- Attempt to repack the ram upper seal
- Looks feasible. It sounds like the "leak off" situation my
require a seal replacement on the ram piston (or in the control valve).
- Removal of the ram assembly- Looks
feasible.
- Field service rate $85/hr portal to
portal from Chico - Not contemplated at this stage.
- Shop service rate $69/hr -
Applicable if we have to leave it at their shop for repair after
we remove and transport.
Action
item - Try and find a Clark repair manual (to assist in
fixing up the ram) on the web and get it. - Joe

Update on the success with the County Assessor to lower our property
taxes. Dan presented a letter, dated 3/16/05, from the Butte Co.
Tax Assessor, Kenneth Reimers, in which he has reduced the total
alleged value of the property to $29,750! This is an improvement
from the past several years but we don't believe it is based on any
realistic consideration of the actual condition of the property as
delivered by the City and/or the limitations of the lease. It
was suggested that Dan should continue to press forward with the
appeal to get a more equitable bottom line. Approved.
Update by Bob Foster on the Glenn Lane memorial plaque placement at

General Membership
Meeting Minutes
March 16, 2005
The meeting was called to order by VP, Dan Cook,
at 1910 pst at the OFOF Briefing Hut.
Visitors present were Brian and Carol
Carpenter. The members present
introduced themselves in round-robin fashion.
We started off with the feature
presentation. Guest Speakers Carol and Brian Carpenter
presented their topics related to the new Sport Pilot (SP) license, the
new Light Sport Aircraft (LSA) category and answered questions..
Brian is one of two Sport Pilot
(SP) Instructor Examiners (IE) in California. The other
being Bill Braden in Sacramento. At this time there are only 8
nationwide. Next class will be graduating soon. The FAA is
committed to providing qualified SP instructors through the quality of
the SP IE program. It is expected that SP instruction will result
in well qualified pilots and will provide a less expensive route for
both those wanting to fly light sport aircraft and those who
will use it as a stepping stone to progress on up the pilot
certification ladder to Private Pilot, et al. A major benefit
of SP (for many older pilots) is the ability to use a valid
drivers license (DL) as medical proof without having to get an FAA
medical. Everyone is eligible to go this route except those who
have specifically been denied a medical by the FAA. An alternate
for those is to get a "provisional" medical from an FAA examiner
(if you can) and then not renew at the next due date and fly SP
legally henceforth with the DL. Pilots with an existing
Private Pilots License, can be signed off for SP by taking the written
test and doing a flight review.
Brian is also expecting to attend a Designated
Airworthiness Rep. (DAR) certification session in the April/May time
frame and once he becomes a DAR can approve the airworthiness of any
Light Sport Aircraft.
Checkout of a prospective SP who flys a single
place aircraft can be accomplished in his own aircraft with the
examiner on the ground. And the Biennial Flight Review (BFR) can
be accomplished the same way after doing the written portion.
Carol is a certified ground school instructor and will be
presenting classes related to SP/LSA. She will present a class
for the transition of Ultralight Instructors to SP
instructors in June. (see addendum).
We thank Brian and Carol very much for their
presentation and efforts to facilitate the transition to Sport Pilot
and Light Sport Aircraft in the North State. They seem very
enthused and committed to the prospect.
HANGAR SPEAK - refreshments were served
while Dan took care of opening the Golf Course gate for the

With regard to the maintenance ops, well, the situation has changed
again! Steve Larson will now be using one half of the

Bullock's). It seems the city thinks there should be a more
fireproof barrier in Randy's hanger between the office and the hanger
area to conduct GA maintenance operations. (?!) There may be a
plan afoot to house a city fire engine in the other half of the Oro Av
hanger.

Status
of Oroville Aviation future operations at the Oroville Airport.
- As many may know by now, Oroville Aviation has decided not
to renew their lease due to losing money on everything except the
shop in current economic conditions and will be closing the front door
on 2/28/05. At this time it appears that Steve Larson will
continue to be able to use the shop, do annuals, ect. The rest of
the staff have been let go. Gas will be available from the
selfserve Cardlock facility but no truck gas will be offered.
We
wish to thank Oroville Aviation, Steve Larson in particular, for their
many years of service to the Oroville Airport community, Chapter 1112
and OFOF, and hope for better conditions in the future.
Review
of the 2005 Proposed Work Plan.
The
request for a review of the OFOF property tax basis has been filed with
the assessor's office.
The upgrade of the irrigation system for the tree line
behind the donors wall was discussed. Bob Foster volunteered to
round up ~130 ft. of schd 40 pvc pipe for the project.
Prioritize
the "Special Events" and accept volunteer Chairmanships for events.
It was agreed that the
suggested April Spring Fling Fly-In be combined with our traditional
May 21 Fly-in.
Develop
a recommended HUT Re-Roofing plan to present to the full membership.
Options: A. Convert HUT to a "permanent structure"
w/ steel roofing.
B.
Replace the vinyl fabrics roofing with similar materials.
Dan presented estimates for the steel roofing
options (material only) from 3 vendors ranging from $3300 to
$2850. Metal Works is the low bid at this point.
Special note: City of Oroville approval will be required for either
option.
Explore various fund
raising methods to accomplish the Re-Roofing - TBD
We have received confirmation that the Annual $1,000,000
insurance coverage from Marsh USA Inc. through EAA is in place.
We have received confirmation that the EAA insurance coverage for
the February 16, 2005 breakfast is in place.
Items from the floor.
The long awaited
Tractor from the sewer district has been delivered to the Hut. It
will need some work before it becomes operational since it was
delivered with the injection pump still uninstalled and the last
mechanic to work on it says it won't turn over with the starter.
It is a '76 International, Model 410 Industrial, with a 3 cyl
Perkins diesel engine and a 3/4 yd. bucket. Will be a useful
addition if we can get it running without a lot of expense.
Thank you SCORE for the donation.
Adjourn - Meeitng adjourned circa 2100 PST
Respectfully
submitted,
Joe
Cook, Secretary

here for a while.

Dan presented his plan for
adding a flat steel roof to the existing Hut structure. Looks
good. Requires the approval of the Oroville powers. We
think it can be accomplished with the use of the forklift. Cost
est. circa $4000. Completion will be required by 9/7/05 per the
